Ontario Establishes New College of Traditional Chinese Medicine

Ontario Establishes New College of Traditional Chinese Medicine has appointed a 15-member transitional council to oversee the practices and services of traditional Chinese medicine practitioners and acupuncturists. The first public meeting of the council was held, today, June 26, 2008. Established under the Traditional Chinese Medicine Act, 2006, the of will make traditional Chinese medicine and acupuncture services safer for Ontarians by ensuring that only regulated and qualified practitioners who are accountable to a regulatory body may deliver services.  The transitional council is the public’s voice in regulating the future development of traditional Chinese medicine in Ontario. Traditional Chinese medicine is a holistic system of health care that originated in China. Therapies include acupuncture, herbal therapy, tuina massage and therapeutic exercise. is the second province in to regulate traditional Chinese medicine.

安大略任命了一個 15 名成員的過渡委員會，負責監督傳統中醫藥從業人員及針灸師的開業和服務。在傳統中醫藥法案下成立的傳統中醫藥大學將通過確保只有對法律機構負責的守法合格從業人員才能提供服務，使得傳統中醫藥和針灸服務對於安大略人民更加安全。過渡委員會是管理傳統中醫藥在安大略未來發展的公眾喉舌。在2008 年6 月26 日召開該委員會的首次公開會議。傳統中醫藥是發源於中國的一整套醫療保健體系。治療方法包括針灸、草藥、推拿和理療。安大略是加拿大第二個管理傳統中醫藥的省份。

安省中醫師及針灸師管理局過渡委員會昨天召開首次會議，在經過近一小時不記名投票後，張金達當選為主席，在15人的過渡委員會中有8名華裔。安省公 民及移民廳長陳國治指出，省政府委任過千人到各大小機構和委員會，全部任命都是透過省政府轄下的一個專責部門處理，省府亦有監管機制，可以罷免失職的人。張金達表示，過渡委員會的任期為兩年，首要工作是制訂專業水平和資格，訂「祖父法案」。省衛生廳在昨日上午正式頒發委任狀，他在前日(星期三)就已經辭去 所屬學會的會長職務。他不認為非專業成員人數較業界代表為多會影響運作，相信過渡委員會有很好的代表性，以及在各方面取得平衡。  安省公民及移民廳長陳國治說，省政府委任過千人到各大小機構和委員會，全部任命都是透過省政府轄下的一個專責部門處理，政府官員在篩選時要遵守嚴格和明確的守則，從透明度、代表性、多元化以至男女比例都有詳細規定。首要工作制訂「祖父法案」  註冊總監張關亮冰說，律師向管理局成員解釋清楚附例的規定。為了避免發生利益衝突，所有委員都必須作出聲明及澄清，遇上可能涉及利益衝突的事項，需要避席 和不參與投票表決。她說，管理局以公眾利益為前題，而團體則以會員利益為主。因此委員都必須辭去團體的公職，但可以保留會員的身分。至於教育機構就不可能 要求委員辭職，事實上各醫學會也有大學的代表。這些委員可以參與一般的教育討論，但不能夠涉及他們學校的課程或標準，亦不能夠向其他委員會成員介紹該校的 資料。  8名華裔委員之中，白曉東、程昭、張金達、董國慶、傅建平和吳秀梅都是執業中醫；代表市民的林陳少泉是註冊會計師，也是大多倫多公益金的義工；而曾任工程師學會副註冊總監的伍裕源則是政府委派。  過渡委員會在首日的會議經過近一小時的不記名投票選出包括正、副主席在內的5人執行委員會。主席張金達、副主席Lynn Bowering，執委伍裕源、傅建平和Joanne Pritchard-Sobhani。安省中醫師及針灸師管理局以規管專業資格，執業標準和操守，確保公眾安全為目標。

Prof. Cheung has been elected President of the Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario

Prof. Cedric K.T Cheung was recently appointed to the Transitional Council of the of and Acupuncturists of Ontario, and elected as President.  As a result of this appointment, he tendered his resignation as the President of the Chinese Medicine and Acupuncture Association of Canada. As of Wednesday June 25, 2008, the First Vice-President of the Chinese Medicine and Acupuncture Association of Canada, Prof. Wei Ling Qiu has been appointed as the Acting President of the Chinese Medicine and Acupuncture Association of Canada.  鑒于張金達會長在安省中醫師及針灸師管理局過渡委員會主席的職位， 于2008年6月25日，張金達會長宣布辭去加拿大中醫藥針灸學會的會長職位。 加拿大中醫藥針灸學會第一副會長，邱瑋玲教授被任命為代理會長, 在此，我們衷心地向邱瑋玲教授祝賀。

BC Chapter – By Dr. Dana Mah, Chapter president

CMAAC British Columbia sends a heartfelt Season’s Greetings to Professor Cheung, CMAAC Board Members, Fellow Chapter Presidents and all members at large.  2007 was marked with three significant events that signify the continuing growth and ongoing strengthening of our profession.  In September, a delegation representing the State Administration of Traditional Chinese Medicine (SATCM) paid a historic visit to Vancouver. The group, headed by SATCM Deputy Director General Dr. Yu Wenming, met with the College of TCM Practitioners and Acupuncturists of BC to exchange ideas on the regulation of the profession and to conduct an initial study on a Memorandum of Understanding between the organizations.  On October 9 the Provincial Government made the announcement that Acupuncture will be made more accessible to more British Columbians through changes to the Medical Services Plan (MSP) starting in April 2008. The inclusion of Acupuncture in the MSP is a significant development and in his announcement, BC Minister of Health George Abbott noted that “…acupuncture treatments prevent illness and manage existing health problems…”  The patient will be covered under the plan for treatments provided by registered practitioners for a diagnosed condition, for a maximum of 10 visits. This is a significant moment for the profession and for society as there have been many requests and questions by citizens regarding easier access to TCM healing modes. A big step has been taken and there will be more to come.  In the same month, the College also made application to Federal Court seeking an injunction against the Council of Natural Medicine College of Canada over their use of the designations R.Ac. And D.T.C.M., titles that are conferred on qualified registrants under law in BC. The titles are reflective of the training and expertise of the registrant who has satisfied the requirements of licensure and must be protected to ensure the safety of society at large.  The events noted above are robust indicators of a strong profession that has made and will continue to make great progress. With strong visionaries such as Professor Cheung and a strongly unified group like the CMAAC keeping the faith in our profession and constantly holding to the aim of educating the public, the profession will continue to upkeep its valued and historic legacy.  Thanks to Professor Cheung and to everyone with the CMAAC for your unwavering vision and faith.  Best Wishes to all in 2008. 2007 年在哥倫比亞省，三次重大事件標記了中醫藥針灸專業的不斷成長和日益強大。 在2007年9月, 代表中國國家中醫藥管理局的代表團（SATCM）到溫哥華進行了一次歷史性訪問。代表團成員們，由 局長Yu，Wenming 博士帶領, 與哥倫比亞省中醫藥針灸管理院的同行們會面，在專業立法事宜上交換想法， 并開展了在各大組織之間有於協議備忘錄的最初研究工作。 在同年10月9 日省政府做了公告, 通過明年4月醫療服務計劃的變動(MSP)，更多的哥倫比亞省的公民們將容易尋求到針灸療法。醫療服務計劃的變動(MSP) 包括針灸療法是一件重大發展；在他的公告, 哥倫比亞省衛生廳廳長George Abbott 閣下宣稱: “… 針灸療法預防疾病防和治療現有的健康問題…” 。保險公司為以醫療確診病人的注冊中醫工作人員提供十次針灸治療包銷。這對中醫專業工作人員是一個重大時刻，并為要求中醫針灸療法的社會公民提供了更容易的途徑。這是個巨大的步驟並且未來將會有更多的好消息…  在同年同月, 中醫管理院同時向聯邦法庭提出了申請就有關反對加拿大自然醫學管理院委員會采用中醫針灸專業的職業頭銜 ，列如R. Hong Kong Chapter – Dr. Philip Chau Ping Lee, chapter president

Chinese medicine practitioners’ status in Hong Kong is becoming more recognized by the public, soon all registered practitioners will be authorized to issue sick certificates to patients.  However, for those Chinese medicine practitioners with “Listed” status, the authority insists that they must pass the Registered Chinese medicine practitioners examination to obtain such authorization.  Currently, there are a total of 5532 registered Chinese medicine practitioners and 2849 “Listed” Chinese medicine practitioners.  In addition, there are still small numbers of non-registered Chinese medicine practitioners practicing illegally in Hong Kong, some of whom claim that no one in the authority is qualified to examine their experience and qualifications.  Considering the risk involved, it is a surprise that some patients are still interested to visit these illegally practicing practitioners.  On behalf of the association, three health talks were held in the Catholic community’s aging group.  Taking this opportunity, we would like to wish all members in Canada a Happy New Year.  只要所有登記的中醫醫師受權頒發病例假，傳統中醫藥針灸專業的醫療醫師在香港聲譽將會提高得很快。不過， 那些僅僅 ‘列名’的中醫工作人員還在為他們的持業權利爭取。但是， 政府黨政機構堅持他們必須通過傳統中醫藥針灸醫師登記考試，才能取得如此權利。在香港共有5532名登記注冊的中醫醫師；還有2849名‘列名’的中醫工作人員。目前， 還是有少數人沒有登記，不合法地在香港行醫；其中一部分人聲明沒有任何的政府機構和權利能夠核查他們的行醫經驗和資格。 很是驚訝的看到還是有一些病人有興趣，冒風險到如此人看病。 這一年來，分會在羅馬教會團體舉行了三個衛生健康討論會。在此我代表全體分會會員，向大家祝賀新年好。

MB Chapter – by Dr. Lin Liu – chapter president

Since the New Year is approaching fast, on behalf of the Manitoba Chapter, we will take this opportunity to summarize our progress in the past year. Under the help of the Head Office, and the effort of all members of our Chapter, we have done massive work in the following areas. (1) We diligently worked hard to bring honour to Traditional Medicine and Acupuncture. In the past few years, in various local areas, our members utilized many different kinds of opportunities to positively publicize our profound Chinese medicine pharmacology and theory to local citizens.  After numerous lectures and meetings, more citizens have come to a better understanding of our medicine.  As a result, the public has shown greater interest in Chinese Medicine and Acupuncture, herbs, Chinese massage, and physical therapy. Our province has built a strong foundation for future legislation and further development of Traditional Chinese Medicine and Acupuncture. (2) By communicating with local authorities we are better prepared for the Chinese medicine and Acupuncture legislation.  Our Chapter has contacted local health organizations and introduced our activities, and sought their advice on the development of our profession.  In order to be in alignment with international and North American health care trends, the provincial government has allowed for greater focus on Traditional Medicine and Acupuncture; furthermore, it will have a big influence in the legislation of our profession. (3) We continued to expand communications with local medical service health insurance organizations and strengthened the medical services.  In order to facilitate the demands of going to see a doctor, and to promote the development of Chinese Medicine and Acupuncture, we have made a tremendous effort and obtained great respect from local citizens.  More and more members of our Chapter are receiving insurance coverage of their practice, which greatly increases convenience and financial support for clients.  Meanwhile, our profession has expanded in clinical management, practice, scope and scale. (4) Raising the standards for recruiting new members to our Chapter, and establishing a process of examining and assessing them will further advance the reputation of our practice.  This will simultaneously help new members understand and be familiar with the local government’s health policies, while improving their specialized areas and skills. These efforts and many others continue to further enhance our high standards.  (5) We strengthened the inter-working relation, and increased communication with Western medicine doctors, chiropractors and physical therapists, and as a result, more local doctors and clients now better understand Traditional Medicine and Acupuncture treatment.  This phenomenon has helped the exchange of technologies and clarified misunderstandings, creating a better environment for the further enhancement of our profession.  In the next year, we will continue our efforts toward the objectives and goals we have set.  We will work to continue to make new contributions to the development of Traditional Medicine and Acupuncture.

加拿大中醫藥针灸學会:在新的一年即将来临之际, 代表蒙尼托巴分会对过去一年的工作如下总结和汇报。在过去的一年里，我分会在总会的指导帮助下，全体会员在过去工作的基础上，同心协力，锐意进取， 在以下几个方面做了大量工作。(1)努力宣传中医药理论，继续弘扬中医药传统文化。近几年来，在当地各地区，我会会员通过各种途径，利用各种机会，积极向当地不同民族的民众宣传祖国博大精深的中医药理论及传统文化理念。经过我会会员的宣传及临床实践，对当地社会公众的医疗保健观念的转变起到了积极影响，对针灸、推拿及物理疗法、各种天然药物及中草药的关注和兴趣也越来越浓厚。中医药在我省面临积极正面的发展势头，为今后的中医中药立法和进入加拿大的国民医疗保健体系打下了良好的基础，也为中国的传统中医文化在加拿大的发展创造了良好的环境。(2)积极与地方政府的卫生机构沟通，为针灸中医立法做准备。我会负责人及会员，在与当地卫生机构的接触过程中，积极主观能动作用，向地方卫生官员介绍中医药在当地的活动情况，征询他们对中医药临床工作中的意见和认识。顺应国际及北美自然健康疗法的形势，当地省政府对中医、中药及传统及现代针灸疗法也更加重视，这对今后的中医立法工作将有很大帮助。(3) 继续扩大与当地医疗卫生保险机构的沟通，进一步提高医疗服务。为了方便病患者的就医需求，促进中医药的发展，随着我们工作的深入，针灸医学不断地被当地民众了解和接受，越来越多的会员获得当地保险公司核准报销范围，大大方便了病患者，使接受中医药治疗的病人数量有了进一步的提高。同时由于当地民众对针灸中药的需求增加，不少诊所的经营范围和规模都有不同程度的扩大和发展。(4) 进一步严格新会员入会考核制度，同时对考核过关的新会员给与多方面的支持和帮助。今年我们按照总会的要求，对新申请入会的会员进一步加强了入会考核审查，并帮助他们进一步了解和熟悉当地政府的卫生政策及病患者的医疗特点，帮助他们进一步提高个人专业素质，发现问题及时处理。对老会员要求他们进一步努力学习及钻研祖国传统医学，不断提高医疗质量。这些工作为提高当地中医临床工作的整体水平起到了积极作用。(5) 加强横向联系，增加同西医医生，脊柱医生 (Chiropractor)及物理治疗师的沟通，使更多当地医生和病人进一步了解针灸中医中药，积极介绍中医药理论及临床治疗方法，进一步加强与当地医务人员的技术交流，消除他们对中医药认识上的偏差和误解，为中医药的发展创造更好的专业环境。在明年的工作中，我们将继续针对分会面临的新形势，进一步加强与当地卫生机构的接触和沟通，不断向当地民众宣传和推广中医药知识，进一步把好新会员入会关，继续发扬光大传统中医药针灸医学在当地民众中的影响，为针灸协会在蒙尼托巴省的发展做出新的贡献。

NFLD Chaptrer – By Dr. Ethne Munden

2007 has been a busy and exciting year regarding the growth of our profession in Newfoundland.  A springtime meeting with our Health Minister Mr. Ross Wiseman was productive, resulting in a promise for legislation during the 2008 year.  We hope our political progress for the profession in Newfoundland maintains this hard won momentum.  As you know from previous reports, 2005 saw the establishment of the three-year Acupuncture program in our province.  November of 2007 witnessed the graduation of the first twelve.  We have just accepted twelve new members into our association.  What a great new energy!  We are fully confident that our new graduates will propel the profession to new heights.  For a number of years now we have been striving to secure that our members will meet the highest professional standards preparatory to legislation.  We have enforced the Alberta model in order to reach this goal.  Our arrangements with Alberta for the examination process to be put in place have been completed.  At the end of summer 2007 the first standardized Provincial Acupuncture Safety Course was conducted by visiting professionals from Alberta.  In December of 2007 a further review of this and a point’s location boot camp were conducted.  We feel our practitioners in the field and students alike have had a review and skills update second to none.  In February of 2008 Heather Cameron, the Registrar for the profession in Alberta and Dr. David Chu, president of the Acupuncture examination committee of Alberta, will carry out an examination preparation.  In May of 2008 the first provincial examination will be conducted under the auspices of visiting professionals from Alberta.  Our province thus enters into a reciprocity agreement with Alberta, Quebec and British Columbia, affording our members a wonderful job mobility environment and great support.  This process now in place will assure the preparedness of our professionals for “protecting the public” the very foundation of legislation.  It will also see the beginning of new adventures and continuing networking with institutions such as The Workplace Health and Safety Commission.  We are very proud of this arrangement and to be part of any initiative to establish National standards for Traditional Chinese Medicine & Acupuncture in Canada.  In light of the Canada Labour Mobility Agreement pending for 2009, which will affect all professions, we feel that this to be a most positive step, one that we hope every province will take. Through such processes, Traditional Chinese Medicine & Acupuncture can be practiced and received under a canopy of assurance, acknowledgement and acceptance and enjoy the respect this profession has toiled for and earned over thousands of years.  We extend many thanks to Professor Cheung who has since our Chapter beginnings in 2003, has always taken time from his busy Ontario agenda to be part of our Newfoundland process.  We see CMAAC as integral to our progress.  Prof. Cheung, we recognize your hard work countrywide and we thank you all for always being there to support us.  Health, happiness & prosperity to all in 2008

NS Chapter – By Dr. Diana Tong Li

First of all, I would like to congratulate the Province of 0ntario for their legislative success pertaining to Traditional Chinese Medicine and Acupuncture.  For years our colleagues in Ontario have strived for successful legislation and as a result of considerable work, time and energy, especially under the guidance of Professor Cheung, the association has made great progress.  Moreover, the Nova Scotia chapter will be able, under the head quarter’s instructions, in the near future to strive to achieve this goal also!  The Canadian Acupuncture and Natural Medical College proudly sponsored training classes along with our Nova Scotia chapter, and invited renowned Chinese and US teachers of Chinese Medicine and Acupuncture to come and teach.  It was especially exciting to host Dr. Huang Li and Dr. Huang Shih who flew in to Halifax to lecture, from the US Auricular Medicine International Research and Training Centre.  Dr. Huang Li and Dr. Huang Shih have participated in this teaching for the last three years. The lectures had outstanding results and each student obtained a graduation certificate proving that they comprehensively have grasped the auricular medicine diagnosis and the method of treatment. The institute also has the students go to China and carry on the practice in provincially established Chinese medicine hospitals.  The students received high praise, as a result of their specialized training and solid basic theoretical knowledge.  In the past year, our province has seen an increase in newly immigrated Chinese Medicine and Acupuncture practitioners.  It is estimated that by 2009, our provincial chapter will double its number of qualified Chinese Medicine and Acupuncture members.  An increase in membership will be advantageous to launching legislation for Traditional Medicine and Acupuncture in our province.

Finally, we thank once more the association’s president and wish our fellow colleagues a healthy, happy new year!

首先祝贺安大略省针灸和中医立法的成功。几十年来，安省同仁为争取立法的成功做了大量的工作，特别是在张金达会长带领下的协会，付出了大量的时间和精力。Nova Scotia省分会将会在总会的指导下，希望争取在不久的将来也能达到此目标！  加拿大针灸与自然医学院同我协会的Nova Scotia分会多次联合举办培训班，聘请中国和美国的著名中医针灸师前来授课。特别是国际耳医学研究培训中心的黄丽春医师和黄石定医师（Dr. Li-Chun Huang and Dr William Huang from Auricular Medicine International Research and Training Centre）每年从美国飞到Halifax 给学生上课，已经坚持授课3年。学员们都以优异的成绩获得结业证书，全面地掌握了耳医学的诊断和治疗方法。学院其中也有学生前往中国的省立中医院进行实习。学生以良好的专业素质，扎实的基础理论知识得到医院专家及指导老师的好评。在过去的一年中，我省新移民中的中医针灸师有所增加。估计到2009年，我省分会将发展多一倍的合格中医针灸师会员。会员的增多，将更有利于我省的针灸和中医立法工作的展开。最后，再次感谢张会长对我分会工作的支持并祝各位同仁在新的一年中健康，幸福！

Ottawa Liaison Office By Dr George Cao

Ottawa is far away from the Head Office; therefore, most members could not participate in activities held by the Head Office; and the news was relatively unenlightening. This November of 2007, the Head Office arranged for us to listen to Transitional College of Traditional Chinese Medicine and Acupuncture Registrar Ms. Emily Cheung’s lecture about the legislation matters in Brockville. Due to the critical timing and everyone’s vital interest, nearly all of the Ottawa members, as well as the other association’s members attended the lecture.  We were extremely thankful to the Head Office’s concern to our matters, and would also like to thank Dr. Joanne Pritchard-Sobhani for providing such a wonderful meeting place. This gathering gave everyone the opportunity to speak freely about the progress and success of the organization over the past year and allowed all participants to realize the honour they have brought to Traditional Chinese Medicine and Acupuncture.  Moreover, this has expanded the influence of Chinese Medicine in society.  For example, Dr. Guo Zhao Qi  successively had ten papers published in the Chinese Ministry of Culture Chief Editor’s books and periodicals, and was recognized as a distinguished expert in Traditional Chinese Medicine and Acupuncture. As a result of the Chinese medicine legislation progress, many new phenomena and synthesizes appeared, mainly in the following three aspects: (1) An unprecedented enhancement of the public’s trust in Traditional Chinese Medicine and Acupuncture, i.e. Dr.Hu Zhao Di ‘s patients, due to her medical skills reputation, and curative treatments, even came for treatment from overseas. (2) More individuals are seeking Chinese Medicine and Acupuncture treatment (3) Insurance companies have become more accepting of Chinese Medicine and Acupuncture, to the extent that they now also accept our medical insurance claims.  In summary, Chinese Medicine and Acupuncture is obtaining the position in society that it deserves. We believe we what we experiencing today, are the results of the association president, Professor Chueng, and other committee members’ 25 years of persistence to overcome one difficulty on top of another and laboriously work to obtain positive change.  In this, our Ottawa members express their heartfelt gratitude to Prof. Cheung and the rest of the committee members.渥太華辦公室主任蔡松蔭醫師報告 : 渥太華遠離總部，多數會員不能參加總部舉行的各種活動，消息相對閉塞。今年十一月總部安排我們到Brockville傾聽過渡管理院注冊官關張亮冰女士講解立法事宜。由於事關每個人的切身利益，渥太華會員及其他開業的專業人員幾乎全部到場，我們非常感謝總部對我們的關心，也謝謝Dr Joanne Pritchard-Sobhani提供場地。這次相聚過程中，大家有機會暢談過去一年里每個會員的進展，成功，體會到大家加入了弘揚中醫傳統文化擴大中醫的影響力。例如郭兆起醫師先後有十篇論文發表在中國文化部屬下傳統文化促進會主編的書刊中，並被評為傳統文化醫學名家。更由於中醫立法的進展，我們這里出現了許多新氣象新生機，綜合起來主要為以下三方面: (1) 公眾對中醫針灸的信任空前提高，例如胡兆棣醫師的病人對她的醫術譽為魔術般，醫治療效奇蹟，病員遠至海外。(2) 求救中醫針灸的病人人數明顯上升 (3) 各保險公司對中醫針灸的態度也大有轉變及認識，現在也接受我們的醫療保險。綜上所述，中醫針灸正在獲得應有的社會地位，我們一致認為，我們所以有今天，是由於張金達會長及委員們二十五年如一日堅持不渝，克服重重困難，辛苦耕耘所得的，在此，我們渥太華會員向張金達會長及委員們表示衷心感謝，

On behalf of Saskatchewan Chapter, and myself I would like to extend our gratitude to Professor Cedric Cheung and CMAAC head office for continued support to the professional regulation in Ontario. Saskatchewan Chapter has kept very close contact and observation with its evolvements for many years, we are proud of this achievement. We’d like to express many thanks to President Cheung and to many others who persevered and endeavoured. Traditional Chinese Medicine and Acupuncture has become a very desirable profession for many Canadians today, it is no longer a profession for Chinese immigrates or their dependency. We have a growing number of members in Traditional Chinese Medicine and Acupuncture practitioners and Acupuncture practitioners in the Saskatchewan Chapter, many of whom have been trained in Canada by Chinese immigrants, their dependency, or their disciples.  However, we must not forget it was the Chinese immigrants who brought our heritage to this country and carry out the traditional practice and the teachings with pride and dignity. Many older generations’ Chinese immigrants went through great difficulties to strive for the survival of our traditions and heritages. It has remained enacted through continued effort of many generations; today’s success has not come easily. We have all benefited from their hard work and kindness, and enjoy being in today’s position as a respected profession. I’d like to pay my respect and tribute to all our forefathers, older generation Chinese immigrates, and all the TCM teachers who practiced and taught Traditional Chinese Medicine to benefit Canadians. It is a very positive fact that some young Canadians are very much attracted by the long history of Chinese Culture and Tradition. They have chosen TCM to be their career, but also followed the traditional practice and its ethics , creating avery authentic practice of Traditional Chinese Medicine. I am personally very pleased to see that many people, not limited by the Chinese people, have carried our Chinese tradition forward. 2006 Chapter Report

2006 April

On April 13, 2006 CMAAC’s President, Professor Cedric Cheung, Dr. Joanne Pritchard-Sobhani, Director of IATCM, and Dr. Linda Rapson, President of The Acupuncture Foundation of Canada held a press conference at Queens Park, Legislative Building at 1:00p.m.  The purpose of the press conference was to address concerns that had been identified regarding Bill 50.  Bill 50 was introduced to the legislature on December 7, 2006 by the Minister of Health, Hon. George Smitherman.  The Bill is an Act to regulate Traditional Chinese Medicine and Acupuncture.  Although the Act refers to Traditional Chinese Medicine, regulation under this Act clearly indicates that Acupuncture is part of Traditional Chinese Medicine.  The press conference focussed on the fact the Bill, is a mechanism for the regulation of Traditional Chinese Medicine.  Its language is broad in nature and does not specify for example “grandfathering”.

This is because such specifics will be established by a Transitional Council, appointed by the Ministry and will have such power as to develop appropriate guidelines for standards of education and practice.  As such the Transitional Council will also have the power to deal with scope of practice issues.  But in interpreting the Bill one has to be careful not to think that statements regarding referral are mandatory referrals in which we would somehow be accountable and dependent on physician referrals. This is not what this term means.  It is however, a requirement of every other regulated profession, that when the nature of a patient’s treatment is beyond your scope of practice, the patient should be referred.  This is standard protocol and to interpret this otherwise has been extremely misleading to the profession.

CMAAC as well as a number of organizations present, endorse the view that other regulated professions, who practice adjunct acupuncture in their scope of practice, does not pose a risk of harm to the public or to our profession.  In fact, once Traditional Chinese Medicine is regulated, as regulated professionals, the playing field will be equal and TCM practitioners will no longer be marginalized.  This means that the public will have greater access to TCM practitioners that are qualified and 3rd party insurance coverage will enable the public to make an informed choice regarding treatment from TCM practitioners. Once regulation occurs, other regulated professionals will feel more comfortable making referrals to TCM practitioners because they will be confident that individual is competent and is capable of performing acupuncture in a safe and effective manner.  This has not been the case because without regulation, acupuncture can be performed by anyone. In a very real sense, the expected outcome of regulation will be that we will be able to anticipate an increase in referrals and patients seeking treatment options, regardless of whether other regulated professionals perform adjunct acupuncture.

Bill 50 is not about regulating those who are already regulated. This Bill is only to regulate Traditional Chinese Medicine and Acupuncture. CMAAC’s priority is to support Bill 50 because this is an Act to regulate Traditional Chinese Medicine, our profession, which is designed to protect the public.

The press conference was designed to deal with facts rather than react to propaganda and recognize this step as part of a process.  The next step is a Transitional Council, and as such necessary amendments may be added or deleted and other issues like “grandfathering” will be appropriately addressed.

We understand that regulation can be confusing and encourage you to contact us if you have any questions.  As well we also wanted to convey that we are excited about regulation and recognize that Bill 50 is our first step towards this.  The press conference was well attended and a number of organizations and other Associations were present to support Bill 50!

加拿大中醫藥針灸學會以及其它各個組織團體積極推動其它立法專業的醫療人員使用針灸作為他們的輔助治療手段，並保證社會民眾的安全，和中醫民眾的聲譽。 事實上，一旦傳統中醫藥針灸專業立法成功，作為立法醫療專業人員將與其它醫師平起平座， 地位相等。 社會民眾將有很多的機會獲得合格傳統中醫藥針灸療法；同時，第三者的醫療保險公司對專業療法的擔保將極大地保障民眾有更多的權力來選擇合格和信任的中醫醫師。立法后，因為中醫專業人員所展現的專業能力和勝任安全中醫針灸療法，其它專業的醫療人員將更加理解和信賴中醫療法，並將推薦病人。目前， 我們還沒有贏得這一信任；只要立法程序還沒有建立，任何人都可以使用針灸療法，導致危害于民眾。 總體來講，儘管其它醫療專業使用針灸為輔助療法，專業立法的成功將贏得更多的專業人員推薦病人和更多病人尋求中醫替代療法。

BC CHAPTER

This year marked a milestone as the College of TCM Practitioners and Acupuncturists of BC celebrated their 10^th Anniversary of their inception. With the numbers of membership and licensees increasing along with a good availability of education providers, the field of TCM and Acupuncture has a very strong and firm foundation in BC. There were also some changes from within the College’s administrative structure, most notably the August 14^th appointment of a very familiar face within the Profession to the highly visible position of College Registrar:  Dr. Mary Watterson.  Some of our members may readily recognize Ms. Watterson through her involvement and work in the TCM community, her TCM regulatory advocacy and her long standing involvement in our profession. Her extensive background and experience in the field makes her well suited as College Registrar.  We all wish her the best in her work in the years to come…     As the year came to a close, we were closely following the developments of the Regulation Legislation in Ontario with excited anticipation.  With the establishment and mandating of this regulating body, our society will be afforded with greater access to TCM and beneficial improvement to our overall health.  Over the course of steady progress towards TCM Regulation across our country, one develops a sincere appreciation of the unwavering vision and determination brought to bear by Professor Cheung, the Board and all our members at the CMAAC.  We look forward to the exciting and new developments in 2007.  Best wishes to everyone – good health and a prosperous year!   2006年是畢詩省中醫針灸管理局成立十周年的紀念歷程碑。 隨著會員的增加，執照更多的頒發，和良好中醫教育課程的提供，畢詩的中醫發展興旺。中醫針灸管理局有了一些改動。 主要的變動是2006年8月14日，Dr.Mary Watterson 被任命為管理局的注冊官。Dr. Watterson一直多年在中醫界辛勤工作， 無私地奉獻她的時間，為中醫針灸專業的發展作出了許多的貢獻。 她的教育背景和多年經驗使她適合這一重要的管理職務。 我們熱烈地祝賀她的命任， 祝願她的工作一切順利。2006年中， 我們一直關切地注視安大略省中醫專業立法的進展和成功。 隨著中醫立法的全國性的建立， 社會公民會極大地使用傳統古老醫學，同時會更好地提高加拿大醫療健康體系的服務質量。加拿大全國性中醫立法的逐漸穩步發展， 使我們深深地感激張金達會長， 委員會委員們，和全體會員們不畏艱難，艱苦奮斗的精神。 我們展望未來， 新的一年將帶給我們更多的好成就。祝願大家新年身體健康，萬事如意！

HONG KONG CHAPTER

“There are two enquires from mainland China regarding to join CMAAC as members before migrating to Canada.  Information had been passed to applicants and they will apply direct to CMAAC Head Office.  Three speeches have been carried out to Rotary Club and Catholic Church center, on behalf of CMAAC.  Response and comment were good and was asked to organize regular free medicine consultancy for the poor.  Dr. Lee will consider the possibility on how to make it happen and immediate problem is how to recruit sufficient manpower to do this job.  Up to 30^th October 06, there were 5268 Registered Chinese Medicine practitioners and 2897 Listed Chinese Medicine practitioners.  With effect from 1^st December 2006, only RCMPs are authorized to issue sick leave certificate to patients, according to the degree of sicknesses.  It is obviously a big step for practitioners being recognized and respected in Hong Kong.  However, for those Listed CMPs, they are very upset and disagree with what the authority decided.  It happens that patients will turn to RCMPs instead of them, will cause a certain decline of business.  It is noticed that more people in Hong Kong is favourable to use Chinese Medicine and acupuncture, which appears that younger generation having the confidence and support by their hiring firms to use medical insurance cards for Chinese Medicine and acupuncture treatment.”2006年， 在香港分會有幾個來自大陸的咨詢，就有關在移居到加拿大之前加入加拿大中醫藥針灸學會。  我們將有關入會要求和程序通知到申請人員， 并告訴他們直接與學會總部聯係和報名。  為國際扶輪會和羅馬天主中心會，代表加拿大中醫藥學會我們組織了三次學術講演。學術講演受到的熱烈的歡迎和好評，并邀請我們為窮人舉辦免費醫療咨詢。 分會會長在考慮如何幫助和組織活動，考慮到人力和財力是目前的主要任務以開展慈善活動。  到2006年10月30日， 已有5268名注冊登記的中醫持業者， 和2897名列名的中醫持業者。  于2006年12月1日起， 規定只有注冊登記的中醫持業者有權利，根據病人的病癥程度，簽發病假。  在香港，這是非常重要的進展，提高中醫持業者的社會地位和威望。  但是，只列名的中醫持業者不同意這一決定， 擔心病人會轉到注冊登記的中醫持業者看病，影響中醫針灸生意。在香港， 越多的公民選用傳統中醫藥針灸治療病癥。 年輕的一代對中醫充滿了信心，使用公司醫療保險卡尋求中醫針灸治療。  中醫發展興隆。

MANITOBA CHAPTER

In 2006, with the support and guidance of CMAAC, and with the cooperation of the members of the Manitoba Chapter, we have accomplished a lot of work.

1.     In order to promote Traditional Chinese Medicine and Acupuncture in the province of Manitoba, we have continued our efforts to influence the community about all the aspects of TCM and Acupuncture.  Following the current North American trend towards natural health remedies, more and more citizens have been changing their concept of health care. People are more interested in acupuncture, massage, physical therapy, natural food and herbs than they were in the past.  The provincial government has also started to recognize the combination of Traditional Chinese Medicine and Acupuncture with Western Medicine.  This TCM/Acupuncture recognition has helped enhance the process of the regulation, and improve the Canadian health system.

2.     We have been active in lecturing the public about TCM/Acupuncture, increasing the awareness of this traditional medicine.  Our Chapter has been interviewed by the local radio and TV station five times over the past year. This publicity had a positive response and great influence on the society.

3.     Through efforts of the Manitoba Chapter, and advertisement and promotion of the profession, insurance companies have started to provide more insurance coverage for the treatment of acupuncture by Chapter members.  As a result of increased insurance coverage, more patients came to the TCM/Acupuncture clinic to seek the treatment.

4.     In July of 2006, the CMAAC head office hosted the 23^rd Anniversary Celebration, which was attended by our Chapter President. Strategies and policies for each provincial Chapter were laid out in speeches during the celebration. The Manitoba Chapter has worked hard over the past six months to follow the advice of the CMAAC head office, and has requested that our members continuously study the profession, and diligently improve our service quality.

We have set new goals for the New Year of 2007:

1.     Continuous contact with local government departments; therefore, the legislation of TCM/Acupuncture can be promoted in a mutual understanding relationship.

2.     Lecture on TCM/Acupuncture, build a strong foundation for the profession, and create positive impact on the society.

3.     Encourage qualified practitioners to join the Association.

过去的一年里，我们蒙尼托巴省分会在总会总部的指导与帮助下，经过全体会员的共同努力,主要做了以下几个方面的工作。一．努力弘扬中医药传统文化，不断发扬光大传统中医药针灸医学在当地民众中的影响。顺应国际及北美自然健康疗法的形势，经过我会会员的不断努力，当地社会公众的医疗保健观念正在逐渐地发生变化，对针灸、推拿及物理疗法、各种天然药物及中草药的兴趣越来越浓厚。当地省政府对中医、中药及传统及现代针灸疗法也更加重视。所有这些都为今后的中医中药立法和进入加拿大的国民医疗保健体系打下了良好的基础，也为中国的传统中医文化在加拿大的发展创造了良好的条件。二．积极宣传中医药针灸医学知识，为针灸中医立法做好前瞻性基础工作。我分会今年共五次接受当地电台、电视台及报社记者的采访，在当地民众中产生积极影响，这对今后的立法工作将有很大的推动作用。三．随着我们工作的深入，针灸医学不断地被加拿大广大民众所了解及接受，越来越多的会员获得当地保险公司核准报销范围，在客观上也方便了病人就医，提高了病人数量。四．今年七月在总会召开的工作会议期间，我会派员参加了讲演和讨论。总会的工作方针和工作策略，对各分会的工作有直接的指导意义。下半年，我们按照总会的工作会议精神，要求全体会员进一步努力学习及钻研祖国传统医学，不断提高医疗质量，做到精益求精，更好地发扬光大祖国传统医学，为保障民众的健康事业做出新的努力。在2007年的工作中，我们将针对中医药面临的新形势，有针对性地与当地卫生行政部门接触和联系，在当地民众中继续开展中医药知识宣传活动，积极发展会员，利用一切机会争取和扩大中医药的影响，为中医药在蒙尼托巴省的发展做出更大的贡献。

NEWFOUNDLAND & LABRADOR CHAPTER

2006 has been a fairly quiet year regarding political progress for the profession in Newfoundland.  However, there are undercurrents that clearly outline that new adventures are to be experienced.    As you know from previous reports, 2005 saw the establishment of the three-year Acupuncture program in our province & 2007 will witness the first twelve graduates.  We are fully confident that our new graduates will give some further momentum to our efforts towards regulation as our numbers of practitioners in the province and our association membership will increase.  Late 2005 to early 2006 we had government acknowledgement of the need to regulate, with promise of a timeline to be established early in the New Year of 2006.  This did not happen.  We have yet another new Health minister and our momentum was clearly slowed down with that change.  It appears that each new ministry has a new prioritized agenda and takes a different stance on the requirement for our regulation.  Each change requires repetition of efforts that were made long ago.  We are however not daunted we will continue our pursuits towards regulation of the profession and all that it stands for and hope that we will follow on the heels of Ontario with success ahead.  As reported last year, we have networked with Alberta Dept. of Health and Wellness, Dept. of Acupuncture and Midwives to host the administration of their acupuncture licensure examination here in Newfoundland.  We are very proud of this arrangement and to be part of any initiative to establish National standards for Traditional Chinese Medicine & Acupuncture in Canada.  This serves as well, to allay any public concerns with regard to educational standards for entry to practice.  We are trusting that the end result will be that the profession will flourish in our province.  Also, our professionals can then offer Traditional Chinese Medicine & Acupuncture under a canopy of assurance, acknowledgement and acceptance and enjoy the respect this profession has toiled for and earned over thousands of years.  We expect to host the first examination in late 2007.  We invite all of Atlantic Canada to participate.  e extend many thanks to Professor Cheung who took time from his busy Ontario agenda to be part of a teleconference meeting with our new Health Minister Mr. Thomas Osborne.   We are left with business arising & new ideas.  We see CMAAC as integral to our progress.  We recognize your hard work countrywide and we thank you all for always being there to support us.  Health, happiness & prosperity to all in 2007    2006年就新西蘭省政府中醫專業立法進展方面，是一個相當平靜的一年。 不過， 平靜的海面藏有激浪， 象征著新的挑戰即將來臨。 在2005年的總結報告中， 我們以告知大家新西蘭省所成立的三年制針灸教學課程。  2007年將有12名學員畢業。 我們對我們的畢業生擁有巨大自信。 他們將擴大我們中醫專業的隊伍， 增加新的力量，協助我們實現立法工作。 2005年底到2006年初， 我們取得省政府的許諾， 將于2006年著手辦理專業立法程序。 但是這沒有實現。 省政府新的選舉產生了新的衛生部部長。 我們的目標明顯的推延。 每一個新政府有它自己工作程序， 具有不同立法要求和觀點看法。 所以每一次都要求我們重復我們早已作過的努力。 盡管面對這些困難， 我們不會放棄我們的目標， 將不斷地努力奮斗。 我們堅信安大略省立法成功將帶給我們巨大的希望。 在2005年， 我們已經于亞省健康保健， 針灸和助產士部門聯合一起組織有關針灸執照考試事宜。 我們對此活動非常自豪， 因為我們為加拿大傳統中醫藥針灸專業建立國家性統一標準。 同時， 這一活動能夠緩解來自社會的關注， 保證教育標準來衡量針灸開業。  我們相信中醫針灸專業在我們省份會開花結果； 同時中醫界同行們將繼續發揚中醫精神， 使社會更多公民理解這一古老的醫學。 我們預計2007年底舉辦第一次考試， 并熱情地邀請加拿大大西洋各省份人員參加。在此， 我們向張金達教授表示衷心的感謝， 感謝張教授從他繁忙的工作中抽出時間參加了我們與新衛生部部長Thomas先生的電話討論會。加拿大中醫藥針灸學會總部一直不斷支持各大分會組織。 我們向全體學會會員問候，祝願新年順利，萬事如意。

NOVA SCOTIA CHAPTER

First of all, on behalf of the members of Novo Scotia Chapter, I would like to sincerely congratulate all those that made the Traditional Chinese Medicine and Acupuncture Regulation finally came to reality in Ontario.  Professor Cedric Cheung and his colleagues have made tremendous contributions to the regulation of the Traditional Chinese Medicine and Acupuncture through their effort over the past twenty three years.  In the mean time, the success of the Ontario province will no doubt facilitate the progress of Profession Regulation in other provinces.  In Nova Scotia, we met with government officials in the health department in the beginning of 2006 to formally discuss our provincial legislation process.  They recognized the importance of regulation, and realized the results will assure citizens’ safety while receiving treatment.  Under the support and guidance of Prof. Cheung, the Regulation of the Profession in our province will continue progressing, and we will persist in working towards to our ultimate goal.  In the past year, in order to improve our professional acupuncture treatment skills, we have invited a couple of specialists to give lectures, including the well-known doctor Zhang Ji Professor.  Prof. Zhang came to our province to lecture on the techniques of the twenty four single acupuncture points and other advance methods.  He also used his valuable experience and clinical expertise to discuss how to use those methods in the clinical setting.  The lecture was well received by the acupuncture practitioners and students.  It is fortunate for all of us to have this opportunity to learn this unforgettable lesson.  Also, Dr. Bin Jiang Wu, the dean of Ontario College of Chinese Medicine College, came to Nova Scotia to lecture on “Wu’s Head Message”.  Additionally, the auricular specialist Dr. Li Cun Huang came to lecture on auricular diagnosis and treatment for a couple of times.  2006 is a harvest year to us because we have successfully treated many cases of infertility.  We also presented our paper regarding treating infertility at the third International Traditional Medicine Conference.  Entitled “Acupuncture Treatment Has Been Recognized by Western Medicine” was published as the front page in the provincial newspaper. In the article, it delivered the successful cases of acupuncture treatment in our clinics.  At the same time, it stated the effectiveness and purpose of the acupuncture.  Obviously, the report has improved our image and reputation in the public.  In the New Year, our Chapter will continue working towards to our goal. We express our deep appreciation to Prof. Cheung, other Chapter presidents and Board of the Directors for their endless support.  We wish for a healthy, peaceful and prosperous 2007 to all of you!

首先我代表N.S.省祝贺安省中医立法成功实现了。这是张金达会长及同仁经过长达23年艰难奋斗的结晶。这对于其他省的立法进程是一个极大的促进。我省在2006年初已经与省卫生厅的负责官员进行了第一轮的正式会谈。他们对于针灸立法也很重视，这是对大众健康和安全的最大保证。我坚信在张金达会长的大力支持下，N.S.省的立法进程会顺利进行，我们也将会为这个目标不断奋斗。在过去的一年中，我们为提高我省的针灸水准，特地邀请了不同的专家教授前来授课。其中有中国国家级专家张缙教授前来我省传授二十四式单式针刺手法及高级针刺手法。张缙教授运用亲身经历及生动的诊疗典例，论述了针刺手法在临床上的运用及重要性，使听课的针灸医生与针灸系学员深受教益。这样一个能够得到名师的口传亲授、耳提面命的机会对于到场听课的每一个人都是非常难得的。还有加拿大安大略省中医学院院长吴滨江教授也前来传授吴式头部推拿手法。另外，世界著名的耳针专家黄丽春医生也多次来传授耳穴诊断与耳针治疗。 2006年对于我们来说也是丰收的一年，在这一年里我们成功地治疗了许多例不孕症患者，并且在第三届国际传统医药大会上做了对研究治疗不孕症的论文的陈述。我省发行量最大的报纸也以《针灸已在医疗界获得更多的承认》为标题整版篇幅地报道了我们诊所的成功案例，并阐述了针灸的功能与疗效。这对于当地针灸的宣传与普及起到了极大的促进作用。展望2007年，为了弘扬中华传统医学，为了我省的立法进程，我们将竭尽全力向目标不断奋斗。再次感谢张会长与同仁对NS省工作所给予的大力支持。祝大家在新的一年里身体健康，工作顺利！

NEW BRUNSWICK CHAPTER

The mandate that we had for 2006 was to be more present and visible in the eyes of the insurance companies and other health professional associations in NB.  In July 2006, several member of the NB Chapter met with the Providers of Medavie Blue Cross.  The meeting was a success as relationships were established.  We are now invited to participate in meetings to discuss major decisions.  To our surprise, the meeting attendees had never been in contact with a TCM practitioner in the past, therefore several questions arose from the meeting.  Questions as simple as what type of disposable needles are used to different types of diagnostic methods.  During the meeting, we also asked them to be recognized as a prime provider for the care of the Veterans’ Affairs.  We are still awaiting the answer, but we are hopeful.  The association met for our yearly meeting in August 2006 to discuss our future.  Many discussions were held concerning the Bill 50.  Our biggest concern is the Bill 50.  Our reality in NB is not the same as in Ontario.  We are 22 TCM practitioners with a population of 800,000, a significant difference with Ontario.  We do not know how to address the issue. All suggestions and recommendation would be appreciated from all other Canadian Chapters.

SASKATCHEWAN CHAPTER

On behalf of Saskatchewan Chapter, and myself I would like to extend our congratulations to Professor Cedric Cheung and CMAAC for leading the profession to achieve its regulation in Ontario. Saskatchewan Chapter has kept very close contact and observation with its evolvements for many years, we are proud of this achievement. We’d like to express many thanks to President Cheung and to many others who persevered and endeavored. Traditional Chinese Medicine and Acupuncture has become a very desirable profession for many Canadians today, it is no longer a profession for the Chinese immigrations or their dependency. However, we must not forget it is the Chinese immigrates who brought our heritage to this country and carry out the traditional practice and the teachings with pride and dignity. Many of older generations’ Chinese immigrates went through great difficulties to strive for survival of our traditions and heritages. It has come together by continued effort of many generations; today’s success has not come easily. We have a benefit from their hard work and kindness of being in today’s position as a respected profession. I’d like to pay my respect and tribute to all our forefathers, older generation Chinese immigrates, and all the TCM teachers who practiced and thought Traditional Chinese Medicine to benefit Canadians. Saskatchewan Chapter has more practitioners who were trained by Chinese Immigrates at their established schools in Canada than those were trained in China. This has all happened in the past 5-6 years. Some of them have practiced TCM as a regular setting as western style in a Chinese person’s eyes. It is a very positive fact that some young Canadians are very much attracted by the long history of Chinese Culture and Tradition. They are not only learned TCM to be their career, but also followed the traditional practice and its ethics. In this contact, they have followed very authentic practice of Traditional Chinese Medicine. I am personally very pleased to see that our tradition is not going to be lost.  My Best Wishes to all teachers and colleagues for a very successful New Year 2007!      代表沙省分會全體學員和我自己， 衷心地向張金達會長和學會總部熱烈祝賀中醫專業立法在安大略省的最終實現。  沙省與學會總部密切聯係，目睹了數十年立法奮斗歷程； 我們為此而自豪。 同時， 我們為張金達會長和其他許多同行不畏艱難的精神表示傾佩和崇拜。  傳統中醫藥針灸已成為加拿大公民所想要的專業，已不再是中國移民的職業或依靠。 但是， 我們不能忘記的事實 – 中國移民將這個傳統醫學帶到加拿大， 并在這里發展。 老一輩中國移民歷經辛苦， 發揚中國這一古老繼承物。 今天的中醫發展和豐碩成果是與老一輩的努力分不開的。  我們所得到的社會地位和承認也是由于他們的善良和勤奮一生。 在此， 我向中醫界的老前輩， 老移民和所有中醫教師致以崇高的敬意。   沙省在過去的五到六年中， 比較中國培訓出來的中醫人員， 產生了越來越多的加拿大中國移民所培訓出來的中醫專業人員。 在中國人的眼里， 中醫行醫已經成為西方醫學的一個組成部分。   我們非常高興地看到加拿大年輕一代對中國古老傳統文化越來越感興趣。 他們不僅學習中醫作為他們的職業，而且遵守傳統專業的規範和醫療道德。 中醫傳統在此得以發揚光大。 我衷心地祝願所有中醫界教師和同仁們新年一切順利，心想事成。

2005 Chapter Report

NFLD Chapter – By Dr. Ethne Munden, chapter president

As 2005 draws to a close, we can look ahead to many exciting things on the horizon.  In 2005, we saw the establishment of a three-year Traditional Chinese Medicine and Acupuncture diploma program at Compu-College of Newfoundland.  This program follows the model of Grant McEwan College in Edmonton Alberta.  There are fourteen students just at the end of their first year and twelve more have just entered the program.

The establishment of the program has given some momentum to our efforts towards regulation as our numbers of practitioners in the province and our association membership will increase.  We have recently had an acknowledgement of the need to regulate, with a promise that a timeline will be established early in the New Year.  We look forward early in the New Year to some networking between Professor Cheung and Mr. Ross Wiseman, our provincial advisor to the Premier. For some time now we have been communicating with Alberta Department of Health and Wellness, Department of Acupuncture and Midwives regarding their provincial licensure examination.  Most recently we have had an assurance from Dr. Chu who is head of the examination committee that we can avail of their examination here in Newfoundland and they will come to administer it.  As a result we will share the label reciprocity agreement that now exists between British Columbia, Alberta and Quebec.  We plan to time the first examination to suit the first graduating class from the College here, which is in December of 2007.  We are very proud of this arrangement as to be part of an initiative to establish national standards for Traditional Chinese Medicine and Acupuncture in Canada.  This serves as well, to allay any public concerns with regard to educational standards for entry to practice.

We are trusting that the end result will be that the profession will flourish in our province.  Our professionals can then offer Traditional Chinese Medicine and Acupuncture under a canopy of assurance, acknowledgement and acceptance and enjoy the respect this profession has toiled for and earned over thousands of years. As always, we give thanks most especially to Professor Cheung, all of the members of the Board of Directors of CMAAC, and their support staff who are forever present to help solve our problems as they arise.

Without the CMAAC, we would not have footsteps to follow.  You have been undaunted in your Ontario efforts.  Congratulations one and all.  We will keep you posted on our progress.  We wish all of you a wonderful Christmas and a healthy, happy and prosperous New Year.

當2005年即將結束，我們回憶過去，展望未來；我們期待者許多令人興奮的事件來臨。 2005年， 紐芬蘭Compu-College 設立了三年制傳統中醫藥針灸課程專科學習辦。 這個專科課程是根據亞省Edmonton 市Grant McEwan 大學的模式所設計的。已有十四名學生完成了他們第一年的學習；還有十二名學生剛剛被錄取。

我們已經與亞省健康保健衛生廳針灸和助產士部門商討有關亞省執照考試。最近我們得到考試委員會會長Chu 醫師的許諾﹕我們可以在紐芬蘭省用他們提供的考試題，委員會可派人來監考。 這樣一來， 我們省分就可以享受畢詩省， 亞省和克北克省同樣的待遇。 我們計劃第一次執照考試的時間為2007年12月當第一批中醫專科學生畢業。建立全加拿大式傳統中醫藥針灸專業的統一教育標準是我們的奮斗目標；我們為我們所取得的成績而自豪。 同時， 執照考試安排能夠減低社會民眾對中醫持業者的合格性的擔憂。我們堅信中醫專業將在本省生根開花。 中醫界同仁將為傳統中醫專業奠定堅固的基礎， 贏得社會承認和尊敬。

Hong Kong Chapter – By Dr. Philip Chau Ping Lee, chapter president

It looks like Chinese Medicine is getting favourable, especially by younger generation, and welcomed in Hong Kong, more people is willing to take Chinese medicine instead of western one.  According to the patients, they are interested in taking instant powder-form Chinese medicine instead to cook raw herbs.  It happens that they don’t have time to cook the medicine due to daily busy schedules.  Besides, some patients required taking the medicine 2 to 3 times daily and instant powder-form is more suitable and convenient. In view of the larger demand of TCM practitioners in Hong Kong, as well as the status being recognized, the number of practitioners has been raised to 5133 and 2963, registered and listed Chinese Medicine Practitioners respectively.  It is anticipated that more will come, after graduated from both Baptist and Chinese Universities of Hong Kong.

It is interested to know that less than 2 years, after registration of TCM practitioners, there are 930 complaints regarding to their signboards, conduct and morale, advertising and others.  On top, a small number of practitioners are still running their risks, to run their clinic without registration, some of them even claimed that the authority do not have the skill-set and qualification to examine and audit their medical background!

The HK Chapter has jointly organized with Society of St. Vincent De Paul, a Catholic organization in Hong Kong on 9^th April to run a talk in “Stroke and Acupuncture”.  Professor Suen Wai Zhu of Chinese University of HK has kindly agreed to participate in giving the public a talk of the above subject, a total 350 people attended.  On 26^th June, a talk on the caring of Cervical Vertebrae was also given to 43 members of Society of St. Vincent De Paul. The HK Chapter would like to take this opportunity to wishing every member of CMAAC a Happy Chinese New Year.

在香港，公民越來越重視傳統中醫藥針灸，特別是年輕一代很喜愛中醫療法；更多的民眾選擇中醫療法替代西醫。 根據調查，病人非常感興趣使用中藥藥粉替代煮生中藥根。 原因是大家工作繁忙，沒有時間煮藥。此外，一些病人需要服用中藥一日二到三次， 中藥藥粉為這些病人提供了極大的方便使用。香港急需大量的傳統中醫藥針灸醫師，和中醫醫師的地位已經被政府和民眾承認，因此今年政府登記中醫醫師人數增加到5133，注冊記錄中醫醫師人數增加到2963。 一旦基督大學和香港中國大學中醫學生畢業，登記人數還會增加。在傳統中醫藥針灸注冊管理二年來，近達930次有關中醫持業者的職業行為，醫療道德，行業標牌和廣告宣傳等有關事宜的抱怨和控訴。  但是，還是有少數人不聽從政府的管理，不登記持業執照而開業；甚至某些人宣揚管理機構沒有能力手段和資格檢查他們的醫學背景。四月九日，香港分會與天主溫慈教會聯合舉辦了”中風和針灸”的講座會。 香港中醫大學的Suen Wai Zhu 教授應邀參加了講座會，並發表了講演；將近三百五十人參加了講座會。  六月二十六日，向四十三名天主溫慈教會成員發表了有關頸椎保護的講座。

NS Chapter – By Dr. Diana Tong Li, chapter president

First of all, I would like to take this opportunity to congratulate Prof. Cheung and the colleagues in Ontario. In 2005, all of you have made the greatest success for the regulation of the Traditional Chinese Medicine and Acupuncture.  The dream has become a reality due to your diligent work for over twenty years.

In the past year, the members of Nova Scotia chapter participated many activities, and contributed their time and energy for the general public.  We went to the Medicine College to give lectures on TCM/Acupuncture, and visited the nursing homes, communities, and local libraries to introduce our profession.  We strongly believe that the traditional Chinese Medicine and Acupuncture will be more recognized and accepted by the citizens.

While the two local clinics I worked, we have treated fifteen women with infertility.  Gynecologists in the hospital have built work cooperation and relationship with us; together we provided treatment for infertile women.  In the mean time, we have treated allergies, pain symptoms, depression, and obtained good and effective results.  We have gained good reputation in the local’s areas, and more and more family doctors have recommended their patients to seek TCM/Acupuncture treatment.  The members of Chapter have also attended other continuing education seminars and meeting s to learn about ear acupoints and head acupuncture treatment.

In September of 2005, the Canada College of Acupuncture and Natural Medicine in Halifax have opened its four-year diploma program on the traditional medicine and acupuncture to the public.  We will regularly invite experienced educators from overseas to teach our students, and we highly suggest our members of the Chapter come to attend lectures to improve their professional knowledge and technical skills.  When those students graduates from the College, it definitely strengths our profession team, assures the safety of our patients, and improves the quality of the health. With Prof. Cheung’s continual guidance, we remain our faith to our responsibilities to the patients and to our profession.  We wish for a healthy, peaceful and prosperous 2006.

在此迎春之际，我很荣幸地代表NS省分会局向张金达會长和安省的同仁表示衷心的祝贺。2005年你们在传统中医药针灸立法的进程中取得巨大的成就，这是你们二十多年来努力奋斗的结晶。这些将促进其它省份在传统中医药和针灸在加国的合法性和普及。    在过去的一年里，NS省分会的会员积极地参加各种社会活动，无私地贡献时间和精力给当地的人民，去医学院讲解中医和针灸，经常被邀请到老人院，各個健康团体，图书馆去介绍传统中医。我们坚信在我们的共同努力下，中医和针灸将会被越来越多的人民接受。    在我所工作的二个当地诊所中，已成功的治好15位不孕症妇女。妇科专科医生与我们诊所及分会建立了合作关系，双方共同努力服务更多的不孕症患者。同时我们在治疗过敏症，各种痛症，压郁症等多种病症都有很好的疗效，在当地享有很好的声誉。越来越多的医生推荐病人接受针灸中医治疗。分会会员也积极地参加各种耳针和头部疗法提高班。

在2005年9月份，加拿大针灸和自然医学院（Halifax市）4年制中医针灸师文凭课程正式开学授课，我们将定期从国内外聘请富有经验的医生来给学生授课，及鼓励分会会员前来听课提高业务水平。力求为当地培养一批合格的中医针灸师，让更多的加国人民从这种古老的医疗方式中受益。学生毕业后将成为我们分会的主力和促进者，其影响力将是长远性的！回溯我们的进步，离不开张金达會长和學会其他前辈们的关怀和指导，更希望未来总会在NS省的针灸中医立法工作中给予更多的帮助。    我衷心的祝全体同仁身体健康，事事如意！

BC Chapter – By Dr. Dana Mah, chapter president

Dear Professor Cheung and our esteemed colleagues with the CMAAC, 2005 was a year of interesting developments and progress in the TCM Profession. Our branch participated in the Natural Health Products Directorate seminars in February introducing and outlining the Natural Health Product Guidance Documents. These documents provide those involved in the manufacturing or distribution of Natural Health Products inclusive guidelines that aid in clarifying the Natural Product Regulations, these guidelines covered a number of issues (including Adverse Reaction Reporting) that are of significant importance to Practitioners as some may utilize processed materials as part of their practice. This will aid in ensuring the overall safety for both Practitioner and the General Public. We were also contacted by an environmental organization to participate in a Survey on the use of materials extracted or derived from threatened or endangered species in our practices. On the regulation milieu, there have been a number of significant events indicating steady and sure progress. The College conducted their first series of Examinations for the Doctor of TCM License in late May. Not long afterwards, a review program was announced in June. This program was to assess and evaluate volunteer TCM Schools on four key areas in granting public recognition to the schools that meet the minimum standards. The four areas include: Curriculum and Program Content, Program of Study and Compliance to College By-Law requirements, Governance and Admission and Institutional Processes. The aim is to improve the quality of TCM education and resulting good educational environment through these educational standards. In October, the BC Court of Appeal overturned the ruling favouring the College over the issue of the termination of the former Registrar and has suggested the limited reinstatement to provide resolution through a natural justice hearing as set by both parties. The Board will make a determination in the New Year. With this, it is hoped that all parties will be satisfied with the natural conclusion to this matter and energies can be focussed towards the horizon.  In December, the present Chair of the College, Mr. Mason Loh, will be stepping down from his posting as his term will expire at year’s end. During his term, he has made significant contributions for the College, which has helped in establishing and maintaining a good reputation through standards of practice and conduct. We sincerely wish him great success in his next endeavour. We have noted with great pleasure, and quiet anticipation, the announcement by the Provincial Government of Ontario of their intentions to establish a Professional Regulatory College for TCM and Acupuncture. With the establishment of this body, it will provide our Profession with greater momentum and encouragement to those working towards the same goal in other jurisdictions. It is with great hope that this becomes reality in the very near future. Without the presence, participation and support of Professor Cheung and all members of the CMAAC, our Profession would not be where it stands at the present time. Our deepest appreciation goes out to you all.  We send Professor Cheung and our esteemed CMAAC colleagues our best regards and sincere wishes for good health, a good practice and a great Year in 2006 from your colleagues in British Columbia and the Yukon Territory.  Cheers,

2005對畢詩省，是傳統中醫進一步發展和進步的一年。我們分會參加了2005年2月自然健康保健藥品委員會舉辦的有關宣傳自然健康保健藥品使用指導大綱的討論會。 這些文件大綱提供了產家和推銷家有關使用說明，以幫助自然健康藥品立法管理，及有關事宜包括不良反應報告系統；這對持業者們是非常重要的，因為他們一部分人可能應用有關藥品治療病人。  立法管理自然保健藥品能夠保障持業者和公眾的安全。  同時， 環境保護組織與我們聯係，進行有關中醫使用或提取瀕臨滅亡的動物的調查。 2005年几個重點的事件發生，代表了傳統中醫藥針灸的立法發展的穩定性。 去年5月份，立法管理院舉辦了第一批傳統中醫醫師的系列考試。 接下來6月份，一個考察計劃設立，來檢查傳統中醫藥教育學校的合格標準。 檢查包括四個方面﹕教學課程設計和內容， 課程學習和立法管理尊從條例，政府管理，入學標準和學院程序。  其宗旨為提高傳統中醫藥針灸教學的質量，以及通過合格的教育標準到達良好的教育環境。10月份，畢詩省上級法院推翻了就有關管理院停止前任注冊官的工作的事宜，並建議兩方人事協商討論，產生一個合理的解決辦法。 委員會將在新年做出結論。 希望各方人事能夠對結論滿意，將精力集中在管理中醫事宜上。12月份， 中醫管理院主席Mason Loh 先生將離開管理院，他的工作合同已到期。  Mason Loh 先生在任期時間，兢兢業業， 建立持業標準和行為規範， 保持管理院良好的聲譽，為管理院管理做出了巨大的貢獻。 我們祝願他前途無量。 我們以巨大的歡欣，聽到安大略省政府宣布有關建立傳統中醫藥針灸管理院的意圖。  安省中醫進展，和管理院的即將設立，將成為中醫專業的歷史里程碑，並鼓舞其它省份的中醫同仁們為這一目標而奮斗。  我們急切地期待安省的最終勝利消息。沒有張金達教授的指導和全體會員的努力， 我們無法想象中醫專業有今天的成果。  我們向大家表示衷心的敬意。祝愿大家新年快樂，身體健康，事業發達！

MB Chapter – By Dr. Lin Liu

•  Under the guidance and support of General Association, Manitoba Chapter has made some progress in its performance over the last year. With the approach of the New Year, I would like to present the following report so that we might make even greater achievement in the year to come.

•  We take positive measures to recruit new members of CMAAC in order to disseminate Traditional Chinese Medicine as well as Chinese Culture. The members have a solid foundation in TCM knowledge and are very skilful. As a result, the effect of treatment can be very satisfactory and TCM has won great evaluation and praise from the patients, which, in turn, accelerates the spread and dissemination of TCM in the province of Manitoba.

•  Currently we are striving to get government support, making necessary preparation for the legislation of TCM. To this end, we have held several lectures, introducing the principles and effects of Chinese medicine and acupuncture. In doing so, we attempt to make people understand that Chinese medicine and acupuncture not only can relieve pain but may also achieve peculiar result for other diseases, some of which could seem incurable to western medicine. At present, we are organizing people who are in favour of TCM to appeal to the government for accepting TCM.

•  as Chinese medicine and acupuncture are admitted by increasingly more local people, more and more insurance companies agree to reimburse such fees for the patients. In addition, some insurance companies begin to accept acupressure.

•  Under the support, we make great effort to strengthen self-discipline within our trade, and improve our service quality with the view to earning even more people’s understanding of TCM. We hold firm conviction that with the guidance and support of General Association, our chapter will achieve even better performance in the coming New Year by means of united effort and reviewing former experience.

在总会、总部的指导和帮助下，蒙尼托巴省分会的工作在过去的一年内取得一定进展。在新的一年即将来临之际，我谨把分会的工作做如下汇报，以便将来能取得更大的成绩。

为宏扬中国传统医学文化，我们积极发展新会员。会员的基础知识扎实，技术娴熟，治疗效果较佳，受到患者的赞同和认可，从而促进了针灸中药等传统医学在该省的传播。

我们正积极争取政府的支持，为中医针灸的立法做必要的准备工作。为此，我们举办了部分讲座，宣传介绍中医针灸的原理和疗效，让人们明白，针灸中药不仅能止痛，对其他疾病，甚至西医束手无策的难症，也有独特的疗效。目前，我们正组织支持中医针灸的民众联名向政府请求认可中医针灸。

随着针灸、中药被更多的当地居民认可，更多的保险公司同意给患者报销针灸等费用。另外，部分保险公司也逐渐接受穴位按压。

在总会的支持下，我们严格加强行业自律，努力提高服务质量，以赢得更多民众对中医的了解。我们坚信在总会的领导和支持下，总结经验，群策群力，争取在新的一年分会工作取得更大的成绩。

2004 Chapter Report

2004 – NFL Chapter report

•  In May of this year the CMAANL made yet another formal presentation to the Minister of Health regarding the Legislation of TCM & Acupuncture in Newfoundland & Labrador.  We have asked for a commitment for Legislation to take place during the term of office of the new health minister Honourable Elizabeth Marshall. Earlier in the year, CMAANL was approached by Compu College, a Maritime post-secondary institution, regarding their intent to offer an Acupuncture education program here in Newfoundland.  As there is not yet legislation, our Association has no jurisdiction over the establishment of schools of Acupuncture.  In light of the politics, a school was felt to be premature.  To facilitate a mutual understanding between the Compu College and CMAANL, Mr. Brian Galway a representative from the Compu College was invited to attend our meeting with the Health Minister.  Mr. Galway’s input appeared to be most favourable.  The establishment of an Acupuncture school would make a considerable difference to our membership, perhaps spurring legislation and afford opportunities to current members.

•  The Compu College is negotiating the utilization of the Grant McEwan College (Edmonton, Alberta) three year TCM Acupuncture training program; this program sets the benchmark for Alberta Acupuncture legislation and is most respected.  Early in June, at the request of Compu College, who financed the airfare, I attended meetings at Grant McEwan and participated in discussions with Ms. Elaine Kirschener Director of Programs, Marc Raedscheler Chair, Denise Knowles Program Consultant, Jiulin Wang & Blanca Wang  & Vo Hung Instructors & Gerri Nakonechny RN, EdD Dean of Faculty of Health and Community Studies.  We had opportunity to sit in on class and also attend the school clinic.  The program delivery is excellent and the school clinic top notch and busy.  Graduates are well prepared; it was wonderful to see.  As well we had a tour of a multidisciplinary health centre (Bethune Health Centre), beautifully set up and well attended also an evening visit to Boyle McCauley Centre for addictions, where students and faculty voluntarily and freely devote their time.

•  This invitation by Compu College afforded the opportunity also to further some CMAANL business. Legislation will necessitate a provincial licensing examination.  In 1991 we had discussions with Alberta regarding purchasing their Acupuncture examination.  British Columbia utilizes this same examination.

•  As B.C., Alberta, and Quebec have reciprocity with regard to practitioners of Acupuncture, it would be most advantageous to CMAANL members to enjoy this same reciprocity.  Mobility of credentials would be a great asset to current members and graduates of any school that does get established.  To further the cause, meetings were held with Heather Cameron Registrar for Acupuncturists and Midwives for Alberta Health and Wellness Health Professions Branch of Government and Jennifer Strong President of the Alberta Acupuncture Association.  Marc Raedscheler, who is Chair of the Acupuncture examination committee, accompanied us at all meetings with the school, association and the government.  Since my return home, I have initiated a connection between Heather Cameron from Alberta Health and Wellness and Elizabeth Crawford, who is a legal representative and our current primary contact at the Department of Health in Newfoundland.  Dr. Fu Lin Wang also from Alberta Health and Wellness Dept of Acupuncture and Midwives, has since visited Newfoundland to deliver a speech at a health care conference. (A wonderful visit and deepening of Alberta connections.)  Members of CMAANL Board, in a small attempt to repay the very special attention and treatment that we received in Alberta, entertained Dr. Fu Lin and his wife.  The advancements in alternative health care in Alberta are wonderful and promising to see, the cohesion witnessed between the school, association and government is a force that most clearly has and surely will continue to change the future of health care in that province.  This is definitely an example to follow.CMAANL wishes to thank CMAAC for contributing financially to this very informative, necessary and hopefully very fruitful venture.

今年五月份， 紐芬蘭中醫藥針灸學會向省政府再一次呈交了有關中醫藥針灸專業立法管理的正式要求。我們要求新政府衛生廳廳長Elizabeth Marshall 閣下承諾在職期間實現專業憲法管理。今年年初， Maritime 大學學院 Compu  College 就有关设立针灸培训教育学习班的意图，與我們的紐芬蘭中醫藥針灸學會聯係上。 當時因為立法尚未建立， 我們的學會沒有權利去建立針灸培訓學校。  在政治的壓力之下， 建立學校還是太幼稚了。  為了進一步地加強Compu College  與 CMAANL  的互相理解和溝通， 我們邀請了Compu College 的代表Brian  Galway 先生 一起參加了與衛生廳廳長面見。  在會談中， Galway  先生提出了非常寶貴的意見。 建立針灸培訓學校能夠促進兩會之間的工作關係， 可以鞭策立法進展程序，和為會員們提供更多的機會。

2003 Chapter Report

HONG KONG CHAPTER REPORT – Dr. Philip Lee, President

2003 was an exciting year for Hong Kong Chinese medical practitioners.  The Chinese Medicine Council of Hong Kong SAR announced the registration of qualified practitioners.  The first registration was on November 29^th, 2002 and there were 2384 practitioners approved to practice in Hong Kong.  June of 2003 saw another 1841 practitioners accepted after the registration assessment was completed.  In total, there are 4225 Chinese Medicine Practitioners qualified to practice in Hong Kong.  Among the many Registered Practitioners approved and qualified to practice was Dr. Phillip Lee of the Hong Kong Chapter.  Most universities in Hong Kong no longer run part-time Chinese Medicine training.  Full-time training is provided during the day with a degree being offered upon successful completion.  There are only short courses related to Chinese Medicine or Tuina provided with a Certificate or Diploma being issued upon completion.  There is a trend for some training institutes in Hong Kong to collaborate with Chinese medical universities in China to run Master’s Degrees and Doctoral Degrees in Chinese Medicine.  These courses are offered for Registered Practitioners in Hong Kong.  Thus far, the response to these programs has been very good.

NOVA SCOTIA CHAPTER REPORT – Dr. Diana Li, President

 During the past year, 2003, under the leadership of Professor Cheung, we saw considerable improvement in both the medical and local community in accepting Acupuncture and Traditional Chinese Medicine. More and more medical doctors are referring patients to acupuncture practitioners in this province.

In October, Dr. Franklyn Chen and I, Dr. Diana Li, attended the 20^th Anniversary Celebration of the Chinese Medicine andAcupuncture Association of Canada on behalf of the Nova Scotia Chapter. I was honoured to speak at the celebration and at the same time I had the opportunity to talk with many of the practitioners from other provinces. We also were able to visit many of the Traditional Chinese Medicine and Acupuncture colleges in . As a result of the meeting, our chapter has decided to make some changes and improvements.

(1)       We wish to combine with the Canadian College of Acupuncture and Natural Medicine to offer continued education to our members in Nova Scotia in order to upgrade their knowledge in Acupuncture and Traditional Medicine; providing the highest standards to our practitioners in serving the local community.

(2)       Anyone wishing to join the CMAAC in must first apply through our Nova Scotia Chapter so that we can review the candidate’s educational qualifications and clinical experiencebefore submitting the application to the Head Office for final approval. In this way, our Nova Scotia Chapter will be better informed regarding our members.

The Acupressure program that was created by Dr. Diana Li and other doctors here in Nova Scotia has become every popular and, as a result, the community College of Nova Scotia will be hosting this Chinese Medicine and Acupressure program in the campus so that more people will have a better understanding of the benefits of receiving this special technique.  In November, Dr Franklyn Chen and Dr Diana Li, on behalf of the Nova Scotia Chapter, traveled to Vancouver and Victoria, British Columbia, to meet with the Director of the College of Traditional Chinese Medicine, within the Department of Health in order to gain valuable information as to the regulation policies set up in their province and to visit most of the Chinese Medicine and Acupuncture Colleges as well.

In the New Year, our Chapter will be approaching the appropriate government agencies in order to improve and achieve the highest possible standards in .

NEWFOUNDLAND & LABRADORCHAPTER REPORT – Dr. Ethne Munden, President

2003 has been a year of patient work and restructuring for the CMAAC in Newfoundland & Labrador.

From our last year’s report, you will all be aware that we have submitted a major document to the Department of Health regarding professional regulation.  This submission was made at the end of the spring season of 2001 and we had hoped that it would go before the House that fall.  The wheels of Government still continue to turn much more slowly than we would wish.  While our document had been well received, we knew that there would be more work to come as it took a year of communication attempts before we were again able to move forward.  In October of 2002, Dr. John Shieh and I finally met with Department of Health officials to discuss their summary review of our submission.

As noted in our report of 2002:

Along with re-writing our submission with wording that ensures our focus is sincerely and solely upon public protection, the Department of Health discussed the establishment of a Provincial association vs. Provincial Chapter of CMAAC.  While CMAAC would remain a father figure, it was felt that this might increase our “at home” profile, provide a more appropriate source of reference for the public and make a more formal statement with regard to our intention to protect & serve.

Over the 2003 year:

In Newfoundland and Labrador, our handful of practitioners has continued to work diligently on yet another draft of our legislative appeal.  After a lot of discussion, the TCM practitioners in the Province have finally reached an understanding and have united for the common good.  At the urging of our Health Ministry, we have altered the name of our group to more appropriately reflect our provincial focus.  We are now formally registered as a not-for-profit professional association named: The Chinese Medicine and Acupuncture Association of and Labrador (CMAANL).We will always maintain allegiance with and membership in our father group the CMAAC; this will be reflected on our stationary and in any literature or website that is designed.  Our logo has been drafted but not yet voted on as being finalized. When this is done, we will forward it on for the review by the CMAAC board.

2003-04 has faced us with yet another change in Government; we know this to be a setback of months for us.  Our mission, once our next submission is completed, will be about increasing the awareness, understanding and education of our new government leaders yet again.  However, we have great faith; many roads have been paved and we shall prevail.    The smallness of our group remains a setback in the areas of volunteering time, follow through, paying dues and enforcement of standards.  The Government has raised concerns with regard to our financial capabilities in the event of a disciplinary action.  We have maintained that in times of need, we have always had the allegiance and financial backing of CMAAC.  Perhaps the Board will vote on continuing this arrangement with our newly named group and forward a letter of confirmation to us in the new year.    Our next submission, nearly done, should be completed early in the new year when we will have an annual general meeting of all members to review and formalize its contents.  We have had some good input from the process.  We will also brainstorm on restructuring our group in a manner that will best utilize all the talents of our members.  We also have meetings planned for early in 2004 to introduce our new Minister of Health and Minister of Labour to our association and our cause.  We have now seen four changes in Ministry since our initial meetings with Government in 1993.

As always, presentations continue to be made to health-care professionals, to the university’s medical and nursing students, and to Industry and special interest groups.  All of our members are busy and involved.  There is rarely a month in which two to three such information sessions do not take place.  We continue to nourish alliances with all health care practitioners, feeling that this will continue to be an integral part of our progress.  We wish all of our champions at CMAAC Head Office and members of the Board a most healthy and happy new year.

NEW BRUNSWICK CHAPTER REPORT – Dr. Steven Lambert, President

This year we have worked hard on the Academic recognition of our members.  We have established a professional standard for the new members that will join our Association.  Right now we are working so insurance companies can distinguish our association from all the others.In 2004 we will work on the realisation of a legislature so we can be recognized as aprofession. We are structuring our own association in order for us to be more efficient in the future.

MANITOBA CHAPTER REPORT – Dr. Lin Liu, President

In the year 2003, with the acknowledgement and support of CMAAC, and also with the cooperation of the Committee Members of the Traditional Chinese Medicine and Acupuncture, the Association in is a smooth-running operation and its development has improved.

2003 Working Report was as follows:

(1)    In order to enhance the process of the regulation of TCM and Acupuncture in , a TCM group was established so that the various CMAAC Chapters in each province are able to communicate with each other effectively and efficiently.

(2)    Promoted, advertised, informed and educated insurance companies regarding Traditional Chinese Medicine and Acupuncture to enable patients to receive insurance benefits.

(3)    Informed the community about TCM and Acupuncture techniques via various forms of media including: television, radio, newspapers and magazines.

(4)    Encouraged CMAAC members to join different associations such as Children Disability Association, Natural Science open day etc., and through these meetings and conferences, members were able to communicate and introduce TCM to other professions.

(5)    Prepared our Chapter for the enrolment of new students next year.

(6)    Encouraged qualified practitioners to join CMAAC; this year there were three new members.

Special Report:  The Manitoba team has shown the ability to handle difficult situations with excellent organisational skills, team-cooperation, and inputting new ideas in order to stabilize the future foundations of the Traditional Chinese Medicine and Acupuncture. The Manitoba Chapter’s goals for next year set forth and agreed by the Committee Members:

(1)     Continuously promote the usage of Traditional Chinese Medicine and acupuncture and Science, in order togainmutual support and acknowledgement from the community.

(2)     Try to build and improve the relationships between the Association and the appropriate government departments, therefore regulations can be promoted in mutual understanding circumstances.

(3)     Promote student enrolment for the school in normal circumstances.

(4)     Allow insurance companies to understand and able to include TCM as part of their insurance policies.

(5)     Encourage qualified practitioners to join CMAAC.

(6)     Improve the relationship between members, in order to enhance the strength, capability in production, and also team cooperation within the Association.

BRITISH COLUMBIA CHAPTER REPORT –  Dr. Dana Mah, President

We would like to take this opportunity to send our best wishes to Prof. Cheung, the Board of Directors, fellow Provincial Chapter Executives, and all CMAAC members-at-large.  May the endeavours of all members in Canada and abroad be met with continuing growth, progress and success in the upcoming year.  The year 2003 marked two monumental events for the Traditional Chinese Medicine Profession in BC and Canada.  The first was the 20^th Anniversary of the founding of the CMAAC, which was accentuated nicely by the granting of the first Registered Doctor of TCM licenses by The College of TCM Practitioners and Acupuncturists of BC (CTCMABC) in June.  The granting of licenses is a very fitting tribute to the organization involved with the regulation process in BC from the very start.  To Prof. Cheung and the many who have provided unswerving vision, leadership and concerted efforts, please enjoy the fruits of your labours, for the vision is now a complete reality!  It is the beginning of many great things to come.  While we are enjoying these recent achievements, there is still much work yet to be done within the community through advocacy and education geared towards the general public and local governments.  The experience of SARS and an increasing dialogue on the potential influenza pandemic, without a doubt, dictates a need for increased health education efforts from a holistic and preventative perspective.  The local TCM Community was shocked by the unexpected dismissal of the CTCMABC Registrar amid allegations of inappropriate conduct.  Concerted efforts will be necessary to strengthen and restore the profession’s unity, integrity and reputation.  The timing to renew these efforts is crucial as we will soon face a new challenge with an upcoming Scope of Practice Review by the Health Professions Council in the near future.  It is obvious that the profession will continue to experience much growing pains and maturation as it progresses.  It is our intention to see that progress will be achieved and look forward to tackling these challenges with the continued support form the CMAAC as a whole.

SASKATCHEWAN CHAPTER REPORT – Dr. Diana Dong Yue Zhang

The CMAAC celebrated its 20^th Anniversary Celebration.  At the same time, I celebrated my 10 years of service as President of the Saskatchewan Chapter.  The Saskatchewan Acupuncture Association has set high standard for the memberships.  We have improved our standard for the application process.  Our members maintain high standards of practice, uphold the professional code of ethics, and protect the safety and benefits of the general public.  The formation of the World Federation of Chinese Medicine Societies (WFCMS) was endorsed on 26 June 2002 by the State Council of China, and was founded on 25 September 2003 in Beijing.  Over 118 Chinese Societies from 42 countries around the world joined the Assembly. The Saskatchewan Acupuncture Association was one such organization to join WFCMS.  I have worked tirelessly for the past 6 years with the formation process. The establishment of WFCMS marks a new era of Chinese Medicine globalization, establishing a standard for TCM and pushing forward its global development. The Organization also assists Chinese Medicine to access the mainstream medical community, and gain legal support worldwide in order to make a contribution to global healthcare.  Prof. She Jing, Vice-Minister of the Ministry of Health of and Director General of theStateAdministration of TCM, was nominated as Chair of WFCMS.  Prof. Li Zhenji, Vice-Minister of the State Administration of TCM is the Vice-Chair and Secretary General.  Twelve people from across the globe were elected to serve as Vice-Chairmen.  I was elected to serve as Executive Council along with 19 other people globally.   I am very honoured.  I have done my duty to promote the Association in the past years and wish to do more in the coming year with our objectives.

ALBERTA CHAPTER REPORT –  Dr. King Sang Wong, President

The TCM Profession has made substantial progress over the past year.  Most notably this progress was marked with the Minister of Health and Wellness Announcing the Regulation of Traditional Chinese Medicine in Alberta.  On November 26, 2003, the Minister of Health and Wellness announced the following decisions:

1.     That Traditional Chinese Medicine in will become a regulated profession under the Health Professions Act.

2.     That TCM will join the profession of acupuncturists in a unified college to be named the of and Traditional Chinese Medicine Practitioners of Alberta.

3.     That the TCM practice statement will read:

Traditional Chinese Medicine Practitioners do one or more of the following:

(i)     Diagnose, treat, and promote overall health using holistic methods, including acupuncture, moxibustion, cupping, prescribing Chinese herbal medicinal and dietary therapies, manipulative therapy and energy control therapy

(ii)    Provide restricted activities authorized by the regulations.”

4.     That any name, title or initials, approved for use by the members of the college, are clear, accurate and understood bythe public as to the practice of the individual practitioner.

5.     Herbalists will not be regulated at this time.

The application to the Health Professions Advisory Board, upon which the Minister’sapproval was granted, noted that TCM is the framework andphilosophy within which acupuncturists are already regulated in .  There is a significant overlap of the approximately 300 acupuncturists and TCM practitioners.  The application noted that a single college of acupuncturists and TCM practitioners would strengthen the existing linkages between the two professional groups, demonstrate our shared philosophies and methods of treatment, and allow us to share resources in forming a new college.  We are enthusiastic about the Minister’s recent decision, although we recognize that there are many challenges ahead.

OTTAWA LIAISON OFFICE REPORT – By Dr. George Cai

The Ottawa Liaison Office organized an annual meeting for all of the members on December 21, 2003.  Most of the members attended the meeting to discuss our achievement over the past years. Traditional Chinese Medicine, including acupuncture, tuina, and herbal medication, has gained popularity in the Ottawa area. We are glad to see the improvement in recognition and acceptance of TCM and Acupuncture within the local community.  Nevertheless, the discussion was also focused on how to face and solve some critical issues for the near future.  Here is the summary:

1.     In March 1989, there were only two members (Dr. George Cai and Dr. Zhaodi Hu) for the Ottawa area. Since then, under the effort and encouragement of Dr. George Cai, more members have joined our association. This definitely strengthened our force.  Right now, we have more than twenty members in our association.

2.     In past  years, the Ottawa Liaison Office has upheld the CMAAC’s high qualification standards for the acceptance of new members to the Association. Because we strictly checked up on the educational background, diploma and clinical experience of all applicants, our Office has gained a good reputation and a lot of praise within the community. More and more patients are come to seek treatment at our members’ clinics.

3.     During the meeting, we discussed the rights of the consumers/patients.  The government issues a regulation to protect the public (not any associations) and requires professional organizations to set high standards of practice.  Meanwhile, we realized that if over half of the taxpayer population were to request the treatment of TCM/Acupuncture, the Government would have to enforce the regulation to protect and serve the public.  We encourage every member to continue improving their professional skills, providing a high quality of service, educating the public about the advantages of the treatment, and accepting more patients. If more taxpayers (patients) were to recognize the benefits of this ancient healing system, and were to experience the proven effectiveness of Traditional Chinese Medicine, Acupuncture and Tuina, the government would finally realize the importance of TCM/Acupuncture in the medical care system.  And then, the regulation of the profession in Ontario would become a reality.

4.     During TCM/Acupuncture treatments, many patients are concerned about their insurance coverage.  As many insurance companies do not cover TCM as part of their policies, many patients have to discontinue with their treatments.  It is our hope that the Regulation of the profession will soon become a reality, and that the government will provide coverage of TCM/Acupuncture costs. It is our recommendation that Head Office establish a special committee to lobby insurance companies.

5.     Some members were concerned about the delay in the legislation of the profession in Ontario, and through the discussion with of all the members, we support the re-elected President, Professor Cedric Cheung, and the Board of Directors as our leaders. We undoubtedly confirm that the CMAAC Head Office has persevered in communication with the Ontario Government and public media.  With determination, we strongly believe in the future success of the Regulation of the Profession.

2002 Chapter Report

• May 16 – The World health Organization (WHO) releases a global plan on Traditional and Alternative Medicine.  WHO policy framework will assist countries in achieving regulation of TCM/CAM.
• October – NFLD Chapter, Dr Ethne Munden and Dr John Shieh met with Department of Health officials to discuss their summary review of our submission.
• November – NS Chapter President, Dr Diana Li attended the discussion on Health Food and Products held by the federal government in Halifax.
• November 25, – BC Chapter President, Dr Dana Mah represented the CMAAC in the Vancouver Town Hall consultation session on the proposed Standards of Evidence for the safety and claims evaluation of Natural Health Products.  The topics of discussion focused on the key elements of the evaluation process, namely safety, claims, and the use of combination products.  The aim of the regulations are to establish a regulation mechanism to allow for safe use of natural health products by the Canadian public and re directed more towards manufacturing and distribution.
• December – Alberta Government has assigned Dr King Sang Wong, Alberta Chapter President, as a member of the Acupuncture Committee.
• SK Chapter 2002 Report by Chapter President Dr Diana Zhang – Our organization is the only official acupuncture professional body in the province.  Because the high standard, SK government provides the acupuncture treatment coverage, and most insurance also cover acupuncture treatment.

ALBERTA CHAPTER – By Dr. King Sang Wong

Under the common effort of the CMAAC’s Alberta Chapter and other associations, the TCM and Acupuncture profession has made substantial progress over the past year:

In Alberta, the process of establishing a College of Acupuncture for the regulation of Chinese Medicine and Acupuncture has been a strong mandate. The preparatory organization Registered Acupuncturist Association has been founded and will become the foundation of the future College of Acupuncture.

The Alberta Government has officially accepted regulation applications, along with our request to be recognized as a medical profession in Alberta’s health-care system. A member of the Alberta chapter, Dr. Marc Raedschelders has dedicated countless hours to this cause and has completed this application for legislative purposes. The application includes details of analysis, references, and evidence.  The application has been submitted to the Alberta Government for further examination.

The Alberta Government has assigned Dr. King Sang Wong, Alberta Chapter President, as a member of the Acupuncture Committee.  The Acupuncture Committee is an institution that serves to regulate the TCM Profession and establish high standards.  Dr. Wong sits on an advisory board among a group of four other representatives, consisting of five TCM practitioners and a government administrative officer.

Three new members joined our association.

Our chapter invited Professor Li Chun Huang, a well-known Chinese Medicine and Acupuncture specialist, to lecture on the theory of the Auricular Acupoints and treatment procedures. Professor Huang lectured over a two day period, and discussed the development, achievement, foundation, and clinical case Analysis of Auricular Acupoints. Furthermore, she displayed over 100 images of Auricular Acupoints.  Her presentation was informative and interesting; her lecture exemplified her skills and demonstrated her knowledge of diagnosis and treatment procedures.  Professor Huang’s presentation was well received, and it consequently allowed all participants to increase their level of understanding.  In August of 2002, Dr. King Sang Wong,Alberta Chapter President, attended an international Tai Qi competition in China.  He was awarded the gold metal and encourages everybody to participate in sports—sound body, sound mind – sounds good!

BRITISH COLUMBIA CHAPTER – By Dr. Dana Mah

Greeting to all from the British Columbia Chapter.  We hope that the past year has been one of growth and grand achievements.  I am pleased to provide all members with a summary of TCM related events in British Columbia in the past year. The biggest event of the year was the First International Symposium of Traditional Chinese Medicine in Canada, held in late May, 2002, in Richmond BC. This conference was the first of its kind ever to be held in this country. The sponsors to this successful event were the States Administration of Traditional Chinese Medicine of the People’s Republic of China and TCM Practitioners and Acupuncturists Society (Pacific Region).

On November 25, the Chapter represented the CMAAC in the Vancouver Town hall consultation session on the proposed Standards of Evidence for the safety and claims evaluation of Natural Health Products.  The topics of discussion focused on the key elements of the evaluation process, namely safety, claims, and the use of combination products. The aim of the regulations are to establish a regulating mechanism to allow for safe use of natural health products by the Canadian public and are directed more towards manufacturing and distribution. The proposed regulations will not apply to health care practitioners as their parameters of practice (including herbal/product formularies) will be established by the appropriate provincial jurisdictions.  However, cost recovery related issues that may in turn affect access to our services could affect the public. A secondary review of the regulations is being conducted to prepare for follow-up feedback to the Directorate.

Although we are working our hardest and have reached a stage where acknowledgement of our

Profession is readily evident; there is still a great deal of work that needs to be done to further promote our profession. Through our professional practices, public relations or in advocacy, all of our members make substantial contributions. It is a privilege to be a part of this ongoing challenge.

Heartfelt gratitude is given to all members for their determined efforts in the past, present and ever-brightening future.  Kudos to the staff at National Headquarters, from President Cheung to the supporting staff, to members in Canada, and to our compatriots around the world; you have all done a tremendous job to keep this engine running very smoothly.

HONG KONG CHAPTER – By Dr. Philip Chau Ping Lee

The Hong Kong Chapter held five educational seminars on TCM and Acupuncture for members of the Rotary Club in Hong Kong.  Like all CMAAC Chapters, the Hong Kong Chapter of CMAAC has worked very hard on the development of Traditional Chinese Medicine and Acupuncture throughout the 2002 year.  There are many other relevant TCM and Acupuncture associations in Hong Kong, several with which our chapter has tried to form strong alliances.  We have carefully elected each association by evaluating their reputation and activity in the community.  In 2003, we hope to establish a sound relationship with a reputable association, and work closely with them for the success of the TCM profession.  In spite of Hong Kong’s declining economy, we have continued to recruit new members to our association.  In the early part of the New Year, practitioners will prepare for an immanent examination for their official TCM Practitioner Registration.    Recent TCM and Acupuncture graduate students at Hong Kong universities have faced one significant problem – there are no established TCM hospitals. However, the Hong Kong Government plans to open the first TCM outpatient clinic at one of the public hospitals within the first quarter of 2003. In Hong Kong, there are an increasing number of young patients, aged 20 or more, who continue to suffer from stroke.  Consequently, young people have gradually realized the importance and efficacy of TCM and Acupuncture.  They are now accepting the need to continue with their acupuncture treatments and herbal medications.The Hong Kong Chapter welcomes all CMAAC members to visit Hong Kong – for leisure or business reasons.  We are trying to increase community involvement by making our chapter functions more active and accessible.  We would like to educate the public and expand our association to the community; we plan to invite more guest speakers to deliver lectures on TCM philosophy.  Please contact us (in English or Chinese) at lippoms@netvigator.com.

MANITOBA CHAPTER – By Dr. Rui Ying Zhang

Our Manitoba Chapter has been working hard over the past year. Under the help and encouragement of CMAAC Head Office, we have been promoting Traditional Chinese Medicine and Acupuncture in the Manitoba province. We had four more qualified TCM practitioners joining our association last year.  It surely strengthened our association. We have also continually promoted the advantage of Chinese Medicine and Acupuncture, and helped more people recognize the benefits of this ancient medical care. Dr. Yu Nan Ma, Dr. Lin Liu and Dr. Shao Li Shi have been interviewed by the local newspapers.  Those reports had positive impact on promoting TCM and acupuncture. We hope that College of Chinese Medicine and Acupuncture will be established in Manitoba province eventually.

Since I have retired at the end of 2002, on December 21, the members of Chapter have elected Dr. Lin Liu as new president, Dr. Shao Li Shi as vice president and Dr. Martin Joyal as English secretary. The Chapter will continue working hard towards our objectives.

NEWFOUNDLAND & LABRADOR CHAPTER – By Dr. Ethne Munden

Cheung for his continual guidance. We send our very best. From our last year’s report, you will all be aware that we did submit a major document to the Department of Health regarding professional regulation.  This submission was made at the end of the spring season, and we had hoped that it would go before the House in the fall of 2001. The wheels of Government continue to turn much more slowly than we could wish. While our document had been well reviewed, we knew that there would be more work to come. Finally, after a long year of communication attempts, but being at a standstill, we are again moving forward. In October, Dr. John Shieh and Dr. Ethne Munden finally met with Department of Health officials to discuss their summary review of our submission.

Along with re-writing our submission with wording that ensures our focus is sincerely and solely upon public protection, the Department of Health has discussed the establishment of a Provincial association vs. Provincial Chapter of CMAAC. While CMAAC would remain a father figure, it might increase our “at home” profile to stand apart.  Such an association would provide a more appropriate source of reference for the public and make a more formal statement with regard to our intention to protect and serve.  We have much more work ahead and will meet with members in the New Year to brainstorm and discuss a second submission on the restructuring of our organization. We also have meetings planned for early in 2003 to introduce our new Minister of Health and Minister of Labour to our association and our cause.  We have now seen four changes in Ministry since our initial meetings with Government in 1993.

As always and as in previous years, numerous presentations continue to be made to health-care professions, the university medical and nursing students, and as well to industry and special interest groups. All of our members are busy and active.  There is rarely a month in which two to three such information sessions do not take place.  We continue to nourish alliances with all health care practitioners, feeling that this will continue to be an integral part of our progress  We view and celebrate all of our efforts as accomplishments, and we are hoping that with renewed momentum we will see another submission regarding regulation in 2003.  Our membership is still slowly growing with more practitioners arriving in the province. NEW BRUNSWICK CHAPTER – By Dr Shu Ning Xie

We have contacted many insurance companies and organizations to educate them.  Qualification standards have been followed for the acceptance of new members. We have also researched the education standards at different acupuncture schools, to help us maintaining our qualification standards. For the past two years we have required our members to use disposable needles. All of these efforts will help us to strengthen ourselves, and to assist in the legislation of our profession in the future.  In the New Year, we will continue to work on our goals and objectives with greater effort. We wish you all A Happy New Year.

NOVA SCOTIA CHAPTER – By Dr. Diana Tong Li

Last year was a busy and successful year. The Chapter has been continually stating the importance and efficacy of Traditional Chinese Medicine and Acupuncture. The numerous presentations were made to the provincial government and community groups. On behalf of CMAAC, we attended seminars and meetings.  In February of 2002, Our Chapter attended Chinese New Year Festival hosted by the Chinese Society of Nova Scotia. We have met Premier the Honourable Myra A. Freeman at the party. We eagerly expressed the necessity of Regulation of the TCM and Acupuncture and presented the point of view of CMAAC.  The Premier has praised our efforts and achievements on Natural Medicine in Nova Scotia, and stated that her headache was also cured by acupuncture treatment.

In August, Our Chapter was invited to lecture on the Importance between the Traditional Chinese Medicine & Acupuncture and Healthy Life by the United Ostomy Association of Canada. In November, the Chapter attended the discussion on Health Food and Products held by the federal government in Halifax.  Up to the end of November, we attended meetings for fours time which were organized by Pain Relief Association. During the meeting, we successfully delivered the topics on Acupuncture Treatment on Pain Symptom and Traditional Chinese Medicine and Self Prevention.

We have held many lectures to improve the knowledge and acceptance of Chinese Medicine in the public libraries in Halifax.  For the past year, around 100 students were enrolled in Acupuncture class and in Basic Theory of Chinese Medicine class.  Our Chapter take this opportunity to express our deep appreciation to our President Professor Cheung, chapter presidents of other provinces and all the staff members for all they have done.  We wish for a healthy, peaceful and prosperous 2003.

OTTAWA LIAISON OFFICE – By Dr. George Cai

The members of the Ottawa Liaison Office have been working diligently in the past year, as usual.

Because of TCM and Acupuncture’s effectiveness, this profession has become increasingly popular in Ontario.  However, there are some problems, which we have to face.  Some insurance companies have changed their policies on Acupuncture.  They only provide the acupuncture coverage for the family doctors and chiropractors.  However, they do not recognize well-trained TCM and Acupuncture practitioners. This policy has greatly hurt TCM and Acupuncture professionals.  Some members of our liaison office in Ottawa have started to worry about the future of the profession.  We expect the legislation of TCM and Acupuncture in Ontario to become a reality soon so that we will have equal respect with other health professionals.   The Ottawa Liaison Office has encouraged our members to continue their hard work, not to give up our dream of the finalization of Regulation in Ontario, and to remain faithful to their commitment to the patients’ health and to our profession.  We have explained that our president of CMAAC, Professor Cheung, has persevered in governmental communication and lobbied through the public media.

QUEBEC CHAPTER – By Dr. Jianjun Mei

In November of 2002, the Quebec Chapter represented the CMAAC to attend the Montreal Town hall consultation session on the proposed Standards of Evidence (SOE) for Natural Health Products Guidance Document.  The session provided details on the various elements of the proposed SOE that have been developed through consultation with NHPD (Natural Health Products Directorate) working groups.  We had an opportunity for the input to this document. The Health Canada encouraged all interested parties involved, including consumers, practitioners, manufacturers, importers, labellers and researchers.  The purpose of this Act is to regulate natural health products. Our Chapter extends our best wishes here. May the year 2003 bring happiness, success and health to you.

SASKATCHEWAN CHAPTER – By Dr. Diana D. Y. Zhang

It has been my privilege to work as Chapter President of Saskatchewan for the past ten years.  Time goes by amazingly. Every step was great growing experience for TCM and Acupuncture in Saskatchewan. As a person, I feel very fortunate to watch such growths and to be part of such success. In 1994, we established Chapter of CMAAC and Saskatchewan Acupuncture Association. Since then, CMAAC Head Office has been always supporting us, helping us and guiding us in many ways.

The Traditional Chinese Medicine and Acupuncture was very much unknown and limited in Saskatchewan in early 1990’s. There were fewer people in practice. Today TCM and Acupuncture are very popular. This profession has not only gained popularity, but also gained respect and recognition.  Our organization is the only official acupuncture professional body in the province. All board members are united and supportive. Today, many medical professions, universities, hospitals, institutes, insurances, and government recognize it.  Some of our members were invited to teach courses in the University of Saskatchewan and the Saskatchewan Institute of Applied Science & Technology.  Some were invited to conduct workshops in the hospitals for medical students and interns. There are private clinics that are used for medical students and interns as their selective clinic observations. Many of members were invited to give seminars in public functions, congresses and medical professional organizations.

Our organization sets a high standard. Since 1995, the Saskatchewan government provides the acupuncture treatment coverage. Insurance companies such as Crown Life, Canada Life, and Great West Life extended their medical coverage to cover these costs.  In 2000, Blue Cross Insurance Company and Group Medical Services started their medical coverage on acupuncture. It was a great success to become one of medical professions recognized by provincial government. Some of our members became qualified TCM and acupuncture specialists for Veterans’ Affairs Canada. Some became specialists treating hospital patients by doctors’ referrals.

Our organization is growing stronger. The popularity and recognition are rewards to our determination and hard work. It is also a result of much support from CMAAC Head Office. Definitely, we will continue to promote TCM and Acupuncture in New Year.

2001 Chapter Report

• April 2 – President Cedric K.T. Cheung was proud to receive an Outstanding Achievement Voluntarism Award presented by the Government of Ontario.  With this award, the government of is not only acknowledging Prof Cheung’s 18 years of service as the President of CMAAC, but implicitly, honouring the profession of TCM and Acupuncture.
• May  – Newfoundland & Labrador Chapter President, Dr Ethne Munden submitted a major document to the Department of Health regarding professional regulation
• June 27 – Dr Yuqiu Guo receive 2001 medal for Good Citizenship

ALBERTA CHAPTER By: Dr. King Sang Wong

In 2001, rapid development in the Traditional Chinese Medicine and Acupuncture profession has allowed further further progress in Alberta in obtaining medical insurance, promoting legislation of TCM and Acupuncture, and organizing the continuing education.

1. In our Province the process has begun for the establishment of the College of Acupuncture.  In 2001 a preparatory committee was set up comprising a select group of registered Acupuncturists.  This preparatory committee will be taking charge of the future college of Acupuncture within the next 2 to 3 years.
2. With all of the hard work of our colleagues this year, the medical insurance coverage of Acupuncture and Moxibustion in the province of Alberta is getting closer to becoming a reality.  The Minister of Health, Alberta, Gary Ma assigned an independent group the responsibility of researching the effectiveness of Acupuncture and Moxibustion.  Eight months have passed and the report is now completed.  We are now awaiting the official announcement from the provincial government for their final decision.
3. With the completion of legislation of TCM in British Columbia we in Alberta are further motivated and encouraged to further promote the development of legislation in Alberta.  This will be the strong mandate of 2002.
4. In regards to education we now have a 3-year Acupuncture program at in Edmonton, which our members have participated.  In 2001 we had 26 graduates from the program.  Our association is extensively involved in administration, examination, and education of the Acupuncture and Moxibustion profession and have made a special contribution in the development of the TCM profession.

Our work in has always received strong support from CMAAC, which helps facilitate the smooth development of our activities.  I take this opportunity to express our deep appreciation to the president, chapter presidents of other provinces and to the staff members for all they have done.

HONG KONG CHAPTER – By: Dr. Philip Chau-Ping Lee

It has been a tough year for TCM practitioners in Hong Kong while they await the official registration of the profession.  Practitioners are considering making more business and spending less in view of the recession and the incident that happened on September 11^th, 2001, in New York.  Practitioners in Hong Kong have suggested that CMAAC should have their own website for all relevant persons to view and to understand its background and services.  In addition, the Hong Kong Acupuncturists Association, which has been established for 7 years, would like to establish a brotherhood relationship with CMAAC.  Dr. Lee is considering and evaluating the mutual benefits between two parties before making any suggestions to CMAAC.

MANITOBA CHAPTER – By: Dr. Ruiying Zhang

Under the guidance of our CMAAC head office, our chapter has made significant progress over the past year.  We have six more qualified TCM practitioners as members of CMAAC.  We have shown a great progress in establishing a Chinese Medicine and in Manitoba.  We are hopeful that the college will open its doors to the public next year. Our chapter has been actively promoting regulation of TCM and Acupuncture in the province.  We have also been promoting the advantages of Chinese Medicine and Acupuncture, helping more people recognize the benefits and strengths of this ancient form of health care.  In September 2001, Dr. Ruiyin Zhang and Dr. Lin Liu attended and lectured in a long-term care seminar in Winnipeg.  The lecture has obtained very good response from participants.  The organizer of the seminar has sent a letter and certificate to us in appreciation of our contribution in the seminar.  Finally, as 2001 rolls to a close, the Vice-President of our chapter, Dr. Shaoxiang Shi is busy preparing a draft proposal, requesting Health Ministry of Manitoba to discuss the Regulation of Chinese Medicine and Acupuncture in our province.

NOVA SCOTIA CHAPTER – By: Dr. Tong Li

We are delighted to hear that the government has decided to regulate Chinese Medicine and Acupuncture.  Our president of CMAAC Prof. Cheung, and other executive members have made tremendous contributions to the Regulation of the profession in Ontario.  The coming success of the Regulation in will bring increased hope to other provinces. We can learn from those experiences and prepare for future work towards the Regulation of TCM and Acupuncture in each province.  We greatly agreed that we must set high standards, and have consistent training programs – four-year of study – in the field of TCM and Acupuncture.  Inconsistent training programs will clearly bring difficulty when we try to fight for Regulation of the profession in all of ‘s provinces and territories.  Since the establishment of the Canadian of in 1998, we have worked with famous institutes from China, discussing the possibilities of a four-year training program.  Currently, the program is still in its planning stages.  Hopefully, with our continued solidarity, we will push towards the Regulation of the profession soon.

The television stations in have promoted our college and clinics.  The local family doctors have not only realized the effectiveness of acupuncture, but also recommended their patients to receive acupuncture treatment for smoking, obesity and environmental disease in TCM and Acupuncture clinics.  I have visited a specialized doctor to observe how he treated his patient for symptoms of pain.  Mainly, Western doctors use our acupuncture methods to treat the chronic syndrome.  In summary, with our perseverance and determination, Chinese medicine with 5000 years history will make its unique contribution in .

NEWFOUNDLAND & LABRADOR CHAPTER – By: Dr. Ethne Munden

2001 has been a most eventful year for the CMAAC in Newfoundland & Labrador.  Numerous presentations continue to be made to Health care professionals, the University Medical and Nursing students and as well to industry and special interest groups.  Major presentation has been made through participation in Medical Grand Rounds at our Health Sciences Centre.  As for previous years, there is rarely a month in which two to three such information sessions do not take place.  Nourishment of alliances and communication with our conventional health care practitioners is encouraged and seen as a most essential part of our progress.  We are proud that CMAAC is recognized for such inter-professional allegiance across the whole of Canada.

The main event for our Chapter in 2001 was the submission of a major document to the Department of Health regarding professional regulation. This submission was made at the end of the spring season, and we had hoped that it would go before the House this fall.  As you are all aware, the wheels of Government turn more slowly than we would wish.  It is our understanding that our document has been well reviewed.  While we know that there will be more work to come, we celebrate our accomplishments and we are hoping that our momentum will see things through the House in the winter season of 2002.  Our next meetings are scheduled for early in the New Year. Our membership is slowly growing with more practitioners arriving in the province.  Fresh new ideas and energy add fire to our Dragon and will surely strengthen CMAAC in Newfoundland & Labrador.  We send special thanks and wishes to Professor Cheung for being ever present personally with his guidance.

BRITISH COLUMBIA CHAPTER – By Dr. Dana J. Mah

2001 has been an eventful year largely defined by encouraging events and activities that reflect the natural progression for Traditional Chinese Medicine: The highlight this year was in mid February at the 5^th Annual TCM Practitioners and Acupuncturists Society Celebration in Richmond where Professor Cheung, Prof Wei Ling Qui and Dr. Simon Leung were among the distinguished guests in attendance.  In mid spring, we came to the full realization of regulation with the acceptance of the TCM Bylaws. Enough cannot be said of the support and efforts of Professor Cheung and CMAAC throughout the whole process from beginning to present.  In the late summer, our branch participated in the TCM/Acupuncture occupational sector study conducted by Human Resources Development Canada to help establish labour market data.  At the CTCMA’s request, we are presently finalizing our review of the draft paper “Knowledge and Skill Profile of TCM Herbalist and Practitioners” as part of establishing future provincial standards.  However, not all changes were beneficial. In the spring, Dr. Suen Ngai resigned as Chapter President. She brought to the position her unique style of enthusiasm, spirit and strong beliefs on the virtues of TCM. We are very appreciative of her efforts, determination and contributions during her tenure.

SASKATCHEWAN CHAPTER – By Dr. Changhua Yu

Our Chapter just like other Chapters across under CMAAC leadership in Saskatoon progress further.  Members of our Chapter have provided services in private clinics and have made personal house calls.  Some have worked with Western medical doctors to provide service for patients others are busy setting up seminars to educate the public about the profession while others contribute quietly to the profession.  As a whole we are trying to establish the accountability & credibility of the TCM & Acupuncture profession.  Overall we are all very happy and looking forward to new challenges in the coming year.

NEW BRUNSWICK CHAPTER – By: Dr. Shu Ning Xie

To complete the member qualifications standard and the procedure of application to be strictly executed.  To try to make the connection with the Insurance Company and to inform them of the requirement of Education and Training of qualified TCM Doctors.  To try to gather legislative information of the profession in the other provinces and study our own local provincial legislation.  We have discussed the provincial legislation in the two-time conference of our chapter.  There are many members, especially the board of directors of our chapter, who have put in tremendous time and energy into our work.  We truly appreciate the great assistance, support and encouragement that the head quarters of CMAAC have offered.

2001 Chapter Report

• April 2 – President Cedric K.T. Cheung was proud to receive an Outstanding Achievement Voluntarism Award presented by the Government of Ontario.  With this award, the government of is not only acknowledging Prof Cheung’s 18 years of service as the President of CMAAC, but implicitly, honouring the profession of TCM and Acupuncture.
• May  – Newfoundland & Labrador Chapter President, Dr Ethne Munden submitted a major document to the Department of Health regarding professional regulation
• June 27 – Dr Yuqiu Guo receive 2001 medal for Good Citizenship

ALBERTA CHAPTER By: Dr. King Sang Wong

In 2001, rapid development in the Traditional Chinese Medicine and Acupuncture profession has allowed further further progress in Alberta in obtaining medical insurance, promoting legislation of TCM and Acupuncture, and organizing the continuing education.

1. In our Province the process has begun for the establishment of the College of Acupuncture.  In 2001 a preparatory committee was set up comprising a select group of registered Acupuncturists.  This preparatory committee will be taking charge of the future college of Acupuncture within the next 2 to 3 years.
2. With all of the hard work of our colleagues this year, the medical insurance coverage of Acupuncture and Moxibustion in the province of Alberta is getting closer to becoming a reality.  The Minister of Health, Alberta, Gary Ma assigned an independent group the responsibility of researching the effectiveness of Acupuncture and Moxibustion.  Eight months have passed and the report is now completed.  We are now awaiting the official announcement from the provincial government for their final decision.
3. With the completion of legislation of TCM in British Columbia we in Alberta are further motivated and encouraged to further promote the development of legislation in Alberta.  This will be the strong mandate of 2002.
4. In regards to education we now have a 3-year Acupuncture program at in Edmonton, which our members have participated.  In 2001 we had 26 graduates from the program.  Our association is extensively involved in administration, examination, and education of the Acupuncture and Moxibustion profession and have made a special contribution in the development of the TCM profession.

Our work in has always received strong support from CMAAC, which helps facilitate the smooth development of our activities.  I take this opportunity to express our deep appreciation to the president, chapter presidents of other provinces and to the staff members for all they have done.

HONG KONG CHAPTER – By: Dr. Philip Chau-Ping Lee

It has been a tough year for TCM practitioners in Hong Kong while they await the official registration of the profession.  Practitioners are considering making more business and spending less in view of the recession and the incident that happened on September 11^th, 2001, in New York.  Practitioners in Hong Kong have suggested that CMAAC should have their own website for all relevant persons to view and to understand its background and services.  In addition, the Hong Kong Acupuncturists Association, which has been established for 7 years, would like to establish a brotherhood relationship with CMAAC.  Dr. Lee is considering and evaluating the mutual benefits between two parties before making any suggestions to CMAAC.

MANITOBA CHAPTER – By: Dr. Ruiying Zhang

Under the guidance of our CMAAC head office, our chapter has made significant progress over the past year.  We have six more qualified TCM practitioners as members of CMAAC.  We have shown a great progress in establishing a Chinese Medicine and in Manitoba.  We are hopeful that the college will open its doors to the public next year. Our chapter has been actively promoting regulation of TCM and Acupuncture in the province.  We have also been promoting the advantages of Chinese Medicine and Acupuncture, helping more people recognize the benefits and strengths of this ancient form of health care.  In September 2001, Dr. Ruiyin Zhang and Dr. Lin Liu attended and lectured in a long-term care seminar in Winnipeg.  The lecture has obtained very good response from participants.  The organizer of the seminar has sent a letter and certificate to us in appreciation of our contribution in the seminar.  Finally, as 2001 rolls to a close, the Vice-President of our chapter, Dr. Shaoxiang Shi is busy preparing a draft proposal, requesting Health Ministry of Manitoba to discuss the Regulation of Chinese Medicine and Acupuncture in our province.

NOVA SCOTIA CHAPTER – By: Dr. Tong Li

We are delighted to hear that the government has decided to regulate Chinese Medicine and Acupuncture.  Our president of CMAAC Prof. Cheung, and other executive members have made tremendous contributions to the Regulation of the profession in Ontario.  The coming success of the Regulation in will bring increased hope to other provinces. We can learn from those experiences and prepare for future work towards the Regulation of TCM and Acupuncture in each province.  We greatly agreed that we must set high standards, and have consistent training programs – four-year of study – in the field of TCM and Acupuncture.  Inconsistent training programs will clearly bring difficulty when we try to fight for Regulation of the profession in all of ‘s provinces and territories.  Since the establishment of the Canadian of in 1998, we have worked with famous institutes from China, discussing the possibilities of a four-year training program.  Currently, the program is still in its planning stages.  Hopefully, with our continued solidarity, we will push towards the Regulation of the profession soon.

The television stations in have promoted our college and clinics.  The local family doctors have not only realized the effectiveness of acupuncture, but also recommended their patients to receive acupuncture treatment for smoking, obesity and environmental disease in TCM and Acupuncture clinics.  I have visited a specialized doctor to observe how he treated his patient for symptoms of pain.  Mainly, Western doctors use our acupuncture methods to treat the chronic syndrome.  In summary, with our perseverance and determination, Chinese medicine with 5000 years history will make its unique contribution in .

NEWFOUNDLAND & LABRADOR CHAPTER – By: Dr. Ethne Munden

2001 has been a most eventful year for the CMAAC in Newfoundland & Labrador.  Numerous presentations continue to be made to Health care professionals, the University Medical and Nursing students and as well to industry and special interest groups.  Major presentation has been made through participation in Medical Grand Rounds at our Health Sciences Centre.  As for previous years, there is rarely a month in which two to three such information sessions do not take place.  Nourishment of alliances and communication with our conventional health care practitioners is encouraged and seen as a most essential part of our progress.  We are proud that CMAAC is recognized for such inter-professional allegiance across the whole of Canada.

The main event for our Chapter in 2001 was the submission of a major document to the Department of Health regarding professional regulation. This submission was made at the end of the spring season, and we had hoped that it would go before the House this fall.  As you are all aware, the wheels of Government turn more slowly than we would wish.  It is our understanding that our document has been well reviewed.  While we know that there will be more work to come, we celebrate our accomplishments and we are hoping that our momentum will see things through the House in the winter season of 2002.  Our next meetings are scheduled for early in the New Year. Our membership is slowly growing with more practitioners arriving in the province.  Fresh new ideas and energy add fire to our Dragon and will surely strengthen CMAAC in Newfoundland & Labrador.  We send special thanks and wishes to Professor Cheung for being ever present personally with his guidance.

BRITISH COLUMBIA CHAPTER – By Dr. Dana J. Mah

2001 has been an eventful year largely defined by encouraging events and activities that reflect the natural progression for Traditional Chinese Medicine: The highlight this year was in mid February at the 5^th Annual TCM Practitioners and Acupuncturists Society Celebration in Richmond where Professor Cheung, Prof Wei Ling Qui and Dr. Simon Leung were among the distinguished guests in attendance.  In mid spring, we came to the full realization of regulation with the acceptance of the TCM Bylaws. Enough cannot be said of the support and efforts of Professor Cheung and CMAAC throughout the whole process from beginning to present.  In the late summer, our branch participated in the TCM/Acupuncture occupational sector study conducted by Human Resources Development Canada to help establish labour market data.  At the CTCMA’s request, we are presently finalizing our review of the draft paper “Knowledge and Skill Profile of TCM Herbalist and Practitioners” as part of establishing future provincial standards.  However, not all changes were beneficial. In the spring, Dr. Suen Ngai resigned as Chapter President. She brought to the position her unique style of enthusiasm, spirit and strong beliefs on the virtues of TCM. We are very appreciative of her efforts, determination and contributions during her tenure.

SASKATCHEWAN CHAPTER – By Dr. Changhua Yu

1996

• Founding of Chapter office in Newfoundland.
• Formed alliance with the TCM/Acupuncture Alliance of Ontario (TAAO).
• CMAAC registered the trademark of two acupuncture needles, a maple leaf, and Chinese characters in accordance with the Trade Marks Act.
• CMAAC gained coverage from several insurance companies, including: Crown Life Insurance, Veterans Affairs, Great West Life, Maritime Life, Saskatchewan Government Insurance, and Saskatchewan Workman’s Compensation Board, for treatment provided by CMAAC members.  This is another great achievement for the CMAAC as it broadens the scope of services that members of the CMAAC can provide to the general public.

• On January 28, WHO announced that they would henceforth recognize official relations with the WFAS.  As a member society of the WFAS, every CMAAC member also carries membership in the WFAS which is the WHO’s only internationally recognized TCM and Acupuncture organization.

• With the passing of Bill 46, “An Act to amend the Medical Act,” the House of Commons removed the legal impediment for the practice of Acupuncture in and Labrador for those other than regulated health care professionals.

• In May 1993, the National Chinese Medicine and Acupuncture Convention was held in Toronto, Ontario.  This conference was arranged by CMAAC.  The aim of the conference was to elevate the standards of Traditional Chinese Medicine, and to commemorate CMAAC’S 10^th anniversary.

1983

•   The Chinese Medicine and Acupuncture Association of Canada (CMAAC) was established as a national organization. Application was made to the Ontario Government for incorporation of CMAAC, but was rejected due to the word “medicine”. In August 1983, application was made to the Ministry of Consumer Affairs, Canada to federally register CMAAC; however, this was rejected due to the influence of other health associations.  President Cheung submitted a letter to the Hon. Judy Erola to provide information on the meaning of Traditional Chinese Medicine and Acupuncture. 全國性組織加拿大中醫藥針灸學會成立。由于學會名稱中的用字”medicine” 一詞，向安省政府提出的學會成立申請最初被拒絕。 當年八月，學會向聯邦政府消費及商業部要求注冊，當時遭到了其他醫療組織的反對， 申請被拒。張金達會長特別致函該部部長Judy Erola 閣下， 陳述中醫藥針灸是一門古老的，具有獨立風格的醫學科學， 它對我們意義非常

•   In March, CMAAC was officially registered and incorporated with the endorsement of the Hon. Judy Erola, Minister of the Consumer and Corporate Affairs, as the Chinese Medicine and Acupuncture Association of Canada.
•   In June of 1984, the Acupuncture Foundation of Canada (AFC) made submissions to the Health Professions Legislative Review proposing that the practice of acupuncture should be restricted to licensed medical practitioners (physicians, dentists, physiotherapists, and veterinarians) and that unlicensed practitioners should only be permitted to practice under the supervision of a licensed medical practitioner and should not be allowed to set up a private practice.  CMAAC countered with their own submission to the HPLR strongly opposing the proposals put forth by the AFC.  Fortunately, the HPLR decided to disregard the proposals of the AFC and instead allowed practitioners to practice freely without undue interventions.

• CMAAC Chapter offices are formed in the provinces of Alberta and Quebec.

• The World Federation of Acupuncture Moxibustion Societies (WFAS) was formed under the auspices of the World Health Organization (WHO).  CMAAC was accepted by the WFAS as one of the founding member societies.  At the same time, President Cheung was elected to the Executive Committee of the WFAS.  The WFAS is the only international organization that unites Western Medicine and TCM organizations.

• In July, CMAAC was registered with Revenue Canada Taxation as a non-profit, charitable organization.
• In September, the Second International Chinese Medicine and Acupuncture Academic Convention was held at the Royal York Hotel in Toronto, Ontario.  This conference was organized by the WFAS and CMAAC to discuss acupuncture analgesia, research on the basic theory of acupuncture and conclusive reports on clinical treatment, and, education and scientific research in acupuncture.
